The project: critically analysed the ways that collaborative approaches are currently describedstarted to examine what goes on in practice when clinicians and patients work together in ways they appreciate as meaningfully collaborative.The project used a combination of philosophical analysis and discussions with clinicians and patients experienced in collaborative approaches to managing long-term conditions.

Welcome to the new home for the Engagement Cycle – a resource to help commissioners undertake meaningful patient and public engagement for maximum impact.
It was originally developed by InHealth Associates on behalf of the Department of Health and Croydon PCT six years ago, to help Primary Care Trusts engage patients and the public throughout the commissioning process. The Cycle was recently refreshed for the new commissioning environment by InHealth Associates and the NHS Institute and turned into an online resource. Thanks to the generosity of the NHS Institute, it is now being maintained here as a free resource to Clinical Commissioning Groups and others

Key findings of 2012 A&E Survey:
Patient experience of NHS A&E services decreased between 2008 and 2012. The overall score in 2012 was 75.4 out of 100, compared to 75.7 in 2008
There were falls in three of the five domain scores between 2008 and 2012. “Access and waiting” fell from 66.6 to 64.3, “Safe, high quality, coordinated care” fell from 75.1 to 74.5, and “Building closer relationships” fell from 81.3 to 80.8
There was an improved score in one domain: “Clean, comfortable, friendly place to be” increased from 81.4 in 2008 to 82.2 in 2012.

Today we are publishing new Standards for members of NHS boards and CCG governing bodies in England. We were commissioned to develop these Standards by the Secretary of State for Health in July 2011, and submitted our final advice over the summer. The Standards, which apply to NHS England, cover three domains: personal behaviour, technical competence, and business practices, and put compassion and respect at the heart of NHS leadership. The Standards were developed through extensive engagement with NHS board members, experts in leadership and management, and patients and the public. We also spoke to many organisations with an interest in the work, such as NHS Employers, the Institute for Healthcare Management, and the King’s Fund. From January to April 2012, we carried out a three-month public consultation, to which over 60 people and organisations responded. We also carried out a review of existing standards and guidance which is available in our Policy Review. Recognising the governance challenges facing CCGs as they become established, the Institute of Chartered Secretaries and Administrators (ICSA) has created a draft governance code to support clinicians in developing good governance arrangements, and to help build and maintain public trust in CCGs and the NHS as a whole. ICSA has worked with an expert panel, chaired by Lord Hunt of Wirral (Chair of the Press Complaints Commission and the Lending Standard Board) who was formerly a regulatory law specialist from DAC Beachcroft, to shape the draft code. The panel represents all the specialities required within the governing body of a CCG and draws upon their experience of the NHS and effective governance. To make sure the draft code is as practical and relevant as possible, ICSA is now seeking feedback through an expert review process from those working in the NHS and those with considerable knowledge of its governance challenges. ICSA’s aim is to produce a final code that has been developed for the health service by the health service, and CCGs’ input will be central to this.

The urgent and emergency care system is under pressure, and performance on a number of important indicators, including the four-hour wait for accident and emergency (A&E) and ambulance handover targets, worsened during the winter and early part of 2013. This has prompted a review of emergency care led by NHS England Medical Director, Bruce Keogh, and an inquiry by the Health Select Committee. NHS England has also announced that its local area teams are drawing up A&E recovery plans.
While the focus of attention has been the pressures felt by A&E services, there is no single cause or solution to this problem: the pressures are caused by issues across the health care system.

Health care commissioners will need to deliver a sustainable system in the face of the most challenging financial and organisational environment seen in decades.
They must shift the current emphasis on acute and episodic care towards prevention, self-care and integrated and well co-ordinated care to cope with an aging population and increased prevalence of chronic diseases. And they will need to direct resources to the patients with greatest need and redress the 'inverse care law' by which those who need the most care often receive the least.

The Clinical Commissioning Group Outcomes Indicator Set (CCGOIS) (formerly known as the 'Commissioning Outcomes Framework' or 'COF') is an integral part of the NHS Commissioning Board's systematic approach to quality improvement. Its primary aim is to support and enable clinical commissioning groups (CCGs) and health and wellbeing partners to plan for health improvement by providing information for measuring and benchmarking outcomes of services commissioned by CCGs. It is also intended to provide clear, comparative information for patients and the public about the quality of health services commissioned by CCGs and the associated health outcomes.
The consultation document ‘Liberating the NHS: Commissioning for Patients' proposed that the NHS Commissioning Board, supported by NICE, would develop a ‘Commissioning Outcomes Framework' to hold CCGs to account for, and provide information for the public on the quality of services they commission and the health outcomes achieved through commissioning. Following engagement with stakeholders, the NHS Commissioning Board has changed the title to avoid confusion with the NHS Outcomes Framework and make it clear that the indicators relate to outcomes of commissioned services, not commissioning itself.
