Un officier palestinien condamné pour avoir critiqué Abbas, qui le grâcie

Mahmoud Abbas a grâcié un responsable de la sécurité condamné à un an de prison pour avoir critiqué la participation du président palestinien aux obsèques du prix Nobel de la paix israélien Shimon Peres, a rapporté une ONG jeudi.

Le lieutenant-colonel Ossama Mansour, 49 ans, avait été arrêté quelques jours après les funérailles de M. Peres le 30 septembre à Jérusalem pour avoir dénoncé sur Facebook la présence du président Abbas à la cérémonie.

Le colonel Mansour, officier de l'unité de liaison chargée de la coordination sécuritaire avec Israël, avait été condamné par une cour militaire à un an de prison pour avoir enfreint l'obligation de réserve.

Mais il a été libéré mercredi sur décret du président Abbas, a indiqué Amar Dweik, chef de l'ONG palestinienne Commission indépendante pour les droits de l'Homme.

En revanche, l'officier a été mis à la retraite, a-t-il ajouté. La présidence palestinienne a décliné tout commentaire.

M. Abbas, à la tête d'une Autorité palestinienne déjà dénigrée, a été très critiqué dans les Territoires pour sa participation aux obsèques.

Alors que la communauté internationale a largement rendu hommage à M. Peres comme un visionnaire dévoué à la paix, les Palestiniens voient dans l'ancien Premier ministre et président israélien un instigateur de la colonisation juive et un homme de guerre et de l'occupation.

La rencontre brève de M. Abbas avec l'actuel Premier ministre israélien Benjamin Netanyahu, même limitée à une poignée de mains et l'échange de quelques mots, a ajouté à la rogne des Palestiniens.

It has long been an open secret that the settlement enterprise was launched under false pretenses, involving the expropriation of Palestinian land for ostensibly military purposes when the true intent was to build civilian settlements, which is a violation of international law. Now a secret document from 1970 has surfaced confirming this long-held assumption. The document, a copy of which has been obtained by Haaretz, details a meeting in the office of then-defense minister Moshe Dayan at which government and military leaders spoke explicitly about how to carry out this deception in the building of Kiryat Arba, next to Hebron. (…) According to the minutes, these officials decided to build “250 housing units in Kiryat Arba within the perimeter of the area specified for the military unit’s use. All the building will be done by the Defense Ministry and will be presented as construction for the IDF’s needs.” A “few days” after Base 14 had “completed its activities,” the document continued, “the commander of the Hebron district will summon the mayor of Hebron, and in the course of raising other issues, will inform him that we’ve started to build houses on the military base in preparation for winter.” In other words, the participants agreed to mislead the mayor into thinking the construction was indeed for military purposes, when in fact, they planned to let settlers move in – the same settlers who on Passover 1968 into Hebron’s Park Hotel, which was the embryo of the settler enterprise. The system of confiscating land by military order for the purpose of establishing settlements was an open secret in Israel throughout the 1970s, according to people involved in creating and implementing the system. Its goal was to present an appearance of complying with international law, which forbids construction for civilian purposes on occupied land. In practice, everyone involved, from settlers to defense officials, knew the assertion that the land was meant for military rather than civilian use was false. This system was used to set up several settlements, until the High Court of Justice outlawed it in a 1979 ruling on a petition against the establishment of the settlement of Elon Moreh. (…)

In March, Ramzi Abu Ajamia got word that Israeli forces were looking for him. Terrified of getting arrested, Ramzi stopped sleeping at home and going to school. He succeeded in dodging Israeli forces for five months before he was spotted at clashes during an Israeli night raid on Dheisha refugee camp. Israeli forces spotted the boy on the streets around 1 a.m., and fired. Ramzi was shot in both legs and doctors were only able to remove the two bullets in his right leg. Ramzi underwent six surgeries over the course of a few weeks before he was sent home to recover. Then a few days into Ramzi’s homestay, Israeli forces stormed his house, blasting off the family’s front door before raiding the home and arresting the injured 13-year-old. “That night I had a feeling they would come for me, I was sitting up in my bed waiting,” Ramzi told Mondoweiss, both legs still bandaged and unhealed.
