Pope Francis himself has taken steps in the right direction, mandating that the Congregation for Doctrine of the Faith take charge of such accusations and then, after the CDF said it couldn’t do it, transferring responsibility to the four Vatican offices charged with overseeing bishops and other ecclesiastical superiors. In 2016, his apostolic letter “As a Loving Mother” lowered the bar for removing bishops from office, from malice in stewardship to inability or incapacity to do the right thing.

For all that, the Vatican officials in these offices have dragged their feet in establishing procedures for removing a bishop and making these known and available.

Pope Francis is doing the right thing, but Vatican officials are dragging their feet. They do not understand that times have changed and that, if they will not be part of the solution, they are problem.

MILAN (AP) — The cardinal’s response was not what Yolanda Martínez had expected — or could abide. Her son had been sexually abused by a priest of the Legion of Christ, a disgraced religious order. And now she was calling Cardinal Valasio De Paolis -- the Vatican official appointed by the pope to lead the Legion and to clean it up -- to report the settlement the group was offering, and to express her outrage. 

 

The terms: Martínez’s family would receive 15,000 euros ($16,300) from the order. But in return, her son would have to recant the testimony he gave to Milan prosecutors that the priest had repeatedly assaulted him when he was a 12-year-old student at the order’s youth seminary in northern Italy. He would have to lie.

He will be remembered as the president who chose secrecy over transparency when it came to informing students and staff of two reported rapes on his college campus in September. He will long be remembered for protecting and defending Sean M. Janson, a Level 2 sex offender hired in 2006 as an English instructor one year after he pleaded guilty to possessing child pornography and indecent assault and battery on a child 14 or older. And most recently, Mohler-Faria will be remembered for failing to disclose to the public and the media, two reports of assaults on students in November.
