For the new energy bill approved, the clean energy power is included also. They have to pay the 7% energy tax for the FIT subsidy they accept.

 

The Spanish Senate has amended the Bill during the last weeks and it was approved without any modification. The Bill will enter into force on January, 2013.

 

The Bill is part of the new energy reform in Spain. José ManuelSori, the West Industrial Energy Minister, says he plans to finish the reform. He also says when interviewed it shouldn’t charge tax but the IFT subsidy is too high. In order to solve the problem of unbalance, he claims that they will carry out new dialogue with solar PV power industry.

 

One of the most important missions in the future years is to find a solution for the Spanish users. Currently, the solar PV systems with installation capacity below 100KW cannot meet spontaneous personal use.

CCA has suggested a new FIT plan in the latest report. The plan includes the subsidy regulations for the systems from 10kW to 100kW.

 

After 6 month research on the long-term goal of renewable energy, the CCA said that, in order to reduce the effect SRES did on the increasing of electricity price and uncertain factors brought by decreasing subsidy, to cut down the photovoltaic subsidy is the best and most effective way. The Commit also said that this action would do help for government to better support the solar power industry, and strengthen confidence of people to attract more overseas investment.

 

Besides, in order to reduce planned expenses to enter into a new mode, the report also mentioned other measures, for example, set up the installation capacity goal and reduce FIT by years, as well as allow reduce subsidy under special conditions.

 

The Commit said that as to solve the climate change problem need large amount of financial support, we would like to reduce the effect that subsidy does on the electricity price by reducing subsidies. But the report still needs consideration.

Distributed power involves large scale ground plant and distributed small plant. The former one is the projects over 10MW. The global market is mainly for the distributed PV power, but the domestic market mainly develops large scale ground plants. With the publishment of the detailed regulations, domestic distributed power is expected to keep pace with large scale PV plant installation capacity.

 

Grid problem is always the bottleneck which limits the development of domestic PV industry. For the declare of the National Grid, most of the industrial people has given out positive evaluation. State council of China has published five pieces of advances about promoting the healthy development of PV industry, including setting FIT according to the difference of districts, Subsidy policies in accordance with the power distributed generation, and implementation of wind power of the photovoltaic power plant projects in the same preferential VAT policies. This new policy means beneficial on the domestic PV application projects and also signs that Chinese PV industry has been entering the FIT time.

The new policy also stresses the support of distributed power. Relevant people say that the biggest feature of PV industry is dispersibility as many countries take it as a trend. And the large-scale PV plants actually are a kind of resources since the land is limited. As the main part of commercial investment, they will mainly focus on the ground plants and the distributed power will be in the future.

The new PV policies have three pieces of practical significance for Chinese PV application.

First, it signs that China is formally entering the FIT time. The PV policy subsidy in China has undergone three steps, from tender price to Golden Sun projects, and now it is FIT time. Nowadays, the nation has mentioned that either the large-scale power plant or the distributed power plants have to adopt KWh of electricity subsidies. This may be the biggest significance of the new policy.

Second, about valued-added tax, 8.5% is half lower than 17%.

Firstly, support the companies with real innovation ability. Companies have to create their own technology characteristics and advantages. At the same time, they should keep lower cost so as to widen the gap.

 

Secondly, support the companies with advanced production abilities. Under the circumstances of heavy overcapacity, if the difficulty and cost of upgrading lagging capacity are higher, these lagging companies should be eliminated. To integrating advanced capacity is the true way to support PV industry.

 

Thirdly, encourage the companies with responsibility and mission. The warranty period of the PV products should be over 25 years. If the companies don’t have the supporting capabilities, this will do great harm on the industry. Therefore, the photovoltaic industry needs social responsibility and long-term sense of mission to lead the development of PV industry.

 

The last one is to encourage cooperation in different terms. The PV industry has been recognized to be an international industry. Besides the domestic cooperation, to encourage the domestic companies cooperate with advanced companies overseas can accelerate professional and treasure experience.

 

A solar power resource is one of the most important sources in the future. We have to learn more beneficial experience from failure in order to create a healthy environment for the development after.
