During WWII a brave group of women joined the war effort by enlisting in the Women Airforce Service Pilots (WASP).  These women pilots worked stateside ferrying planes, towing targets for gunnery training, and serving as instruments instructors for male pilots.  Over 25,000 women applied to the WASP but only 1,074 were accepted and made it through the rigorous training program.  Thirty-eight of these pilots died in service to their country. 
Near the end of WWII the WASP were disbanded and nearly forgotten.  After decades of lobbying, the WASP finally earned veteran status.  See a copy of law 95-202 which granted them veteran status here ( http://uscode.house.gov/statutes/pl/95/202.pdf ).  In 2009, the WASP were awarded the Congressional Gold Medal by President Obama.
Despite being granted veteran status and the ability to receive benefits through the Veterans Administration (VA), WASP are not guaranteed military burial rights. Arlington National Cemetery and other military cemeteries are not managed by the VA. They are still under the Department of the Army, which makes its own rules. 
Arlington National Cemetery currently asserts that "active duty" veterans qualify for burial there. However groups authorized under 95-202 are "active duty designees" and the Arlington has stated they do not qualify. The rules, however, don't distinguish between these two terms.
The mission statement of Arlington National Cemetery asserts, “On behalf of the American people, lay to rest those who have served our nation with dignity and honor, treating their families with respect and compassion”.  ( http://www.arlingtoncemetery.mil/About/Mission-Vision
The WASP were the first American women trained to fly military aircraft.  They answered their country’s call at a time of dire need.  They fought for decades to gain recognition.  Their service and hard work should afford them the right to be buried alongside other veterans.
We, the grandchildren of Elaine Danforth Harmon ( http://memory.loc.gov/diglib/vhp-stories/loc.natlib.afc2001001.30070/ ), are initiating this petition specifically to support our efforts to secure inurnment of our grandmother’s ashes at Arlington National Cemetery.  She was incredibly proud of her service as a WASP and she loved her country.  Arlington National Cemetery states, "Service to country is the common thread that binds all who are remembered and honored at Arlington," and our grandmother certainly embodied that ideal.  It was her wish to be inurned at Arlington alongside her sister WASP and other veterans who proudly served this country.
The purpose of this petition is to request that the Secretary of the Army update the policy of Arlington National Cemetery to recognize the WASP and other groups covered under law 95-202 as eligible for inurnment in the columbarium. 
Please sign this petition to show your support for Elaine Harmon and for all of the WASP and the other groups included under law 95-202.
