The Department of Basic Education has piloted 26 Technical Occupational Subject Statements in 2017 and has reviewed and completed the CAPS documents. The revised subjects will be introduced through an extended pilot in selected schools in 2018..

The general aim of the introduction of the occupational stream in the Basic Education Sector is to provide a differentiated curriculum pathway for learners who have an interest and aptitude for vocational education and training. The project also included the development of a 21 Differentiated Subjects for learners with severe intellectual disability who are enrolled in special as well as in ordinary schools.

This book presents the findings of UNESCO initiated research to explore the global phenomenon of learning across boundaries, including the proposal that a set of world reference levels be considered to facilitate the international recognition of TVET qualifications. Of particular interest is the use of level descriptors as the means by which the levels of learning are recognised.

During June 2016, Basic Education’s Director-General, Mr Mathanzima Mweli, accompanied a visiting delegation of the European Union on a visit to Kempton Panorama School in Kempton Park, to monitor how Vocational, Technical and Occupational subjects are being offered there.

In November 2015 the Minister of Basic Education announced: "We are of a firm view that this three-pronged approach i.e. Academic, Technical Vocational and Technical Occupational pathways will be able to accommodate all learners. We are also alive to the debates that not all learners are academically inclined. The introduction of the three streams will economically benefit the country and draw a sizeable number of learners towards addressing the skills shortages and producing ready-made learners for the TVET Colleges,”

On 12 April 2016, UNESCO’s Executive Board adopted the new Strategy for Technical and Vocational Education and Training (TVET) for the period 2016 to 2021. The Strategy has been strongly endorsed by Member States and will replace UNESCO’s Strategy for TVET for the period 2010 to 2015.here to edit the content

The Strategy sets out a number of key policy areas and actions with the aim of supporting Member States to enhance the relevance of their TVET systems. The focus is on equipping all youth and adults with the skills required to not only find decent work and develop entrepreneurial and innovative mind-sets, but also to become active citizens in an equitable, inclusive and sustainable society. Such a transformative vision of TVET will be implemented in the framework of lifelong learning, and will contribute to the implementation of the 2030 Agenda for Sustainable Development.

The Rand Daily Mail – Now there is the threat of an exit-level certificate at Grade 9, which basically means we do not believe that tens of thousands of children can make it through 12 years of schooling. What we should be saying is that we failed to teach all children equally and effectively through grade school.

Whereas the efforts of ensuring that all children in the GET band have access to quality education and support, should never stop, there should be opportunities for learners with learning difficulties to obtain an accredited certificate which gives them access to employment or to a trades and occupations pathway. Media Releases: Minister reports progress on the Three Stream Model

With regards to the roll out of the three stream education system, we are very excited to report that huge progress has been made with regards to the role out of the technical vocational education stream. 
With regards to the Occupational Vocational stream we are in the process of formalising the curriculum that will be on offer.
 We are also working closely with major industry players and the relevant SETAs to provide work based learning opportunities.

But in fact, the Stats SA published reports (as with all other analysis I have seen or done) indicate that the proportions of black and coloured youths who attain grade 9, grade 12, and a university degree, have all increased consistently in recent decades and are still increasing. It is thus not clear where this misconception arose.

The fundamental issue is not, ultimately, how we compare academic learning on the one hand with vocational education, including apprenticeships, on the other.  

The real issue is about how our vocational education relates to the world of work and our current and future workforce requirements in all sectors of the economy.  If we get that right, by ensuring that all vocational education is of high quality, is up-to-date with current and (expected) future industry practice, and provides the skills and work-readiness that employers are looking for, then vocational education will soon enough come to be seen as being of equal value to the academic route.
