The future of VET in QLD - The Queensland Government's Response to the Qld Skills and Training Taskforce Review

"The Government response to the Queensland Skills and Training Taskforce final report sets out the reforms needed to focus training on job outcomes, transform skills investment, renew TAFE Queensland and strengthen trade skill pathways in order to revamp and modernise Queensland's vocational education and training sector." http://training.qld.gov.au/industry/skills-training-taskforce/gov-response.html

 

Released today, the Qld Government's Response to the recommendations outlined in the Qld Skills and Training Taskforce Review will pave the way for VET reform in Queensland over the next five years, with significant changes to impact on the sector. 

 

The response supports/supports in principle the 40 recommendations made by the taskforce, including among other recommendations significant to the sector, that all VET funding in Queensland move to a fully contestable model by June 2014. The response supports significant changes which will impact the public provider (TAFE Queensland) in its transition to a competitive marketplace, and identifies a "five-year VET action plan" to be released in early 2013. 

 

The response provides significant attention to community service obligations in continuity of delivery of vocational education and training to rural and remote areas of Qld.

Information about the Mentoring Australia's Apprentices Network project is now available through this press release.

 

"VETnetwork Australia and the Australian Youth Mentoring Network (AYMN) have partnered to devise, plan and conduct the Mentoring Australia’s Apprentices Project (MAAP). MAAP has been funded by the Department of Industry, Innovation, Science, Research and Tertiary Education (DIISRTE) through the Australian Apprentices Mentoring Package.

The project will encompass all states and territories across Australia and include implementation of a minimum of eight (8) and a maximum of sixteen (16) mentor programs (nationally). The model involves conducting two separate programs in each state and territory – one in a metropolitan region and one in a rural and remote region.

A Local Mentor Coordinator (LMC) will be sourced in each state and territory and will be responsible for coordinating and managing each mentoring program within their identified geographical area and will be responsible for meeting individual Key Performance Indicators (KPI’s) specific to their state or territory programs. Mentors will be sourced locally and may be sourced directly from a pool of state / territory based advisors working with young Australian Apprentices."

On November 16 the Standing Council on Tertiary Education, Skills and Employment (SCOTESE) endorsed the brand new Standards for Training Packages which were developed by the National Skills Standards Council (NSSC).

The standards are designed to ensure that training packages meet both a high level of quality and address the needs of industry, businesses, enterprises and individuals.

These new standards have been developed to support the recommendations from the VET Products for 21st Century Report (jointly commissioned by COAG and NQC) including strengthened quality processes and streamlining objectives.

These materials are also designed to assist trainers, employers, supervisors and learners in relation to the acquisition of skills and knowledge within an industry.Training materials may include Learner, Trainer and Assessor Guides...They might be printed materials, CD-ROMs, videos, web-based resources or a combination of any of these."

VET regulator sets its sights on Online White Card Training

In a recent press release, the VET regulator ASQA identified white card training as one of its three 'blitz' areas, alongside aged and community care.

The review will take place following concerns about the quality of some offerings by RTOs, with online course offerings mentioned in their press release, particularly in relation to the ability to assess communication and comprehension skills identified in the training package, as well as reviewing how the identity of the user completing online tests is validated.

As the White Card is an essential safety requirement for construction workers you can understand why this would be of significant concern to employers, in both the management of risks and on site incidents, and ensure their employees possess the knowledge and skills to apply safe work practices.

If you're delivering the White Card online, it could be timely to review current practices and strategies for ensuring the authenticity of submissions.

"My Skills - an Australian Government initiative to connect students and employers with training organisations that best suit their needs."

 

It's here - the Australian Government's Vocational Education and Training version of the MySchools (P-12) website. 

 

What information is available about Registered Training Organisations (RTOs)? 

 

The My Skills website provides information about each RTO, including contact details, whether they offer VET FEE-HELP (the Vocational Education and Training equivalent of FEE-HELP for tertiary studies), and statistical information about those courses for which the training provider has received public funding. 

Statistical information includes student numbers, course of study, student characteristics such as employment status and demographical information.

For TAFEs, all statistical information is provided including fee for service (user pays the entire course fee).  For provide providers, only publicly-funded activities are reported statistically.

 

The statistics that are provided are supplied by NCVER.

 

What does this all mean?

 

Information about specific RTOs is now available in the public space. Prospective employers and learners seeking to engage with an RTO can view statistical information prior to engaging with an RTO.  

In relation to the competitive space, RTOs can now view information about other RTOs who utilise public funding (User Choice and other funding types provided by the government such as national workforce development funding, VET Revenue General, etc) to deliver training.  This provides a transparent snapshot of the VET market, and market penetration for these providers whose information is published.

Queensland Skills and Training Taskforce - Interim report

"In June of 2012, Premier Campbell Newman and Minister John-Paul Langbroek announced the establishment of the Queensland Skills and Training Taskforce, in line with the Government's election commitment to reform Queensland's vocational education and training (VET) sector.

 

The Taskforce presented its interim report (PDF, 2.2MB) to the Minister and Assistant Minister on 31 August 2012. A final report will be delivered to the Minister and Assistant Minister by the end of November 2012 and a Government response will follow the final report."

 

This interim report provides recommendations on the reform of the VET sector in Queensland, particularly relevant to public and private Registered Training Organisations.
