The VA assessed him for its Comprehensive Assistance for Family Caregivers program and determined he qualified for Tier 1 support, the lowest level in the program.

It provided a $581 monthly stipend and designated his wife as his caregiver. 

But that changed this summer when after nearly four years in the program, they were dropped.

"(We) were re-evaluated by the Nashville VA Caregiver program, by a woman in which I had not spoken with before," Sarah Goad said. "In one phone interview the board was able to determine my husband was 'better.'"

She was told over the phone that what she was doing for her husband was simply "wifely duties,” she said. Then she received a letter from the VA that her husband no longer qualified to be in the program.
