The fact that plastic bags are free and sop available means that we are producing plastics at a faster rate and therefore, will eventually run out causing market failure. The government therefore have to intervene by charging people for these plastic bags and the charge gets rid of the incentive to throw a bag away but rather to reuse it, lowering production and solving the problem of market failure.

People who smoke create negative externalities to people around them as those are the ones who obtain second-hand smoke. Furthermore, smoking damages your lungs' to the extent of possible lung disease; of which this article says will kill 1 in 10 deaths. The government are contentiously attempting to ward people from cigarettes, one way they do this is sin tax.  This is an additional 16.5% put on the purchase of cigarettes. Resultantly, consumers of cigarettes will be more and more discouraged to purchase the product, due to its high prices.

People who smoke create negative side effects for themselves e.g. an increased risk in cancer and less lung stamina. 

However new research has shown that there are more negative externalities to smoking for example it is now a know fact that toxic second hand smoke is very bad and can have the same side effects as normal smoke
