The technology solutions that let Vine's 6-second videos load as fast as photos on a smartphone--or close enough. Here's what Colin Kroll, leader of Vine's engineering team, said:

- Compress early, compress often. "We begin the [video] encoding process in Vine as soon as you start recording [a clip]. Since we're encoding to h.264, we also benefit from hardware acceleration in the iPhone and iPod Touch chipsets. Videos that are uploaded to Vine are transcoded to different bit rates on our servers for different connectivity scenarios.

- Forget HD. "Videos on Vine are recorded at 480x480 using the H264 codec. The frame rate is variable, depending on your device and lighting conditions, but generally clocks in around 22-30FPS."

- Stay two steps ahead of the user. "Vine keeps a running estimate of a device's connectivity, and loads videos with the appropriate bit rate. We do have an algorithm in place that will preload up to two subsequent posts [in the app], based on the activity of the person using it."

The total number of pay TV subscribers in western Europe has fallen for the first time ever. New research from DTVE publisher Informa Telecoms & Media reveals that there were 92.6 million pay TV subscribers across the region at end-2012, a year-on-year decline of 380,000.

It is still early days for cloud-based transcoding but the concept is generating interest among media companies who need to deliver content in a multi-screen world. Cloud transcoding is credited with several advantages including the ability to ramp up capacity to cope with peaks in demand without buying more video processing capacity than you would normally need. Media companies can also harness the extra capacity to convert back catalogues to a new video format in order to match the requirements of a new CE device that has arrived in the market.

Pay TV operators in all categories have welcomed HEVC (High Efficiency Video Coding) as a game changer following its recent ratification by the ITU (International Telecommunications Union), although for varying reasons. There is broad agreement that HEVC will be the codec to usher in Ultra HDTV (UHDTV) services, but also that adoption will proceed gradually over some years as the whole broadcast ecosystem will have to be upgraded.

Chipset is going to be available sometime 2014. Orange will first use it to enlarge the coverage of IPTV service, targetting uneligible users up to now.

As anticipated at its July 2012 launch, Sky has enhanced its NOW TV OTT service by making Sky Sports available on a simple, pay-as-you-go basis. The broadcaster had suggested that sport would launch before the end of 2012.

For just £9.99 (€11.65), customers will be able to get unlimited access for a 24-hour period to coverage from across all six Sky Sports channels. The new service will mean that sports fans who don’t already subscribe to Sky Sports can choose to access a one-off event, such as the Monaco Grand Prix or Masters Golf. Equally, they can enjoy a full day of action across Sky Sports, which offers live coverage from the Barclays Premier League, UEFA Champions League, England Test cricket, Heineken Cup rugby, ATP tennis, NBA basketball, NFL and much more.

After an analysis of the UK television market, IHS Screen Digest has concluded that about two-thirds of the country’s major channels could potentially afford to switch to a unicast OTT-only delivery model in just 5-10 years time. But Guy Bisson, Research Director for Television at the company, makes it clear that the relative delivery economics of OTT versus broadcast are only part of the story. A shift to unicast-only today would diminish market share and that seriously reduces the prospect of OTT-only until further notice.

Three main factors dictate whether to switch to OTT: (1) cost; (2) reach; (3) user behavior. It is hadicapant to not carry HD over OTT, expecting the cost to fall with economy of scale.
