It is a government that is beholden to big business, particularly big oil, and that makes every attempt to shape public policy to that end. "Oil wealth has changed the culture of Canada, but there is no discussion about any of this in Canada,” says Alberta journalist Andrew Nikiforuk. To their shame Canada's media have avoided the issue or acted as cheerleaders of the energy sector.

 

What's happening in Canada is the sacrifice of forests, rivers, wetlands and wildlife so one industry can profit by selling Tars Sands products that are polluting the global climate and threatining mankind's existence.

 

What Canada has actually become a leader in is gutting environmental protections and muzzling scientists. Stuffing gags in the mouths of government scientists was among the first things a Stephen Harper minority government did when they were elected in 2006.

Using industry analysis of carbon emissions from current Tar Sands production, the report says the pipeline will carry and emit 181 million metric tons of CO2 every year. That’s is equivalent to the emissions of more than 37.7 million cars or 51 coal plants.

 

Petcoke, which is a byproduct of the tar sands refining process, is exported for use as a coal substitute. Since petcoke is cheaper than coal, this encourages more coal burning, and therefore more carbon emissions.

OTTAWA - The Harper government is pulling out of a United Nations convention that fights droughts in Africa and elsewhere, which would make Canada the only country in the world outside the agreement.

 

NDP foreign affairs critic Paul Dewar said the decision "shows ... that the government is clearly outside of what are international norms here.

Maude Barlow of the Council of Canadians said drought is now "a life and death issue" for millions around the world.

 

"Pulling out of these talks is simply the worst thing Canada could do and this is the worst time for the Canadian government to be pulling a stunt like this," Barlow said in an email.

 

The decision could stoke more criticism of the Harper government's record on the environment.

 

Canada, along with Japan, Russia and New Zealand, joined the United States in opting out of the Kyoto Protocol to reduce greenhouse-gas emissions.

 

The government has also faced widespread criticism for muzzling scientists, leading to a recent complaint to the federal information commissioner to look into the matter.

The Canadian government has been carrying out a secret plan in Europe to boost investment and keep world markets open for the Alberta Tar Sands, collaborating with 'major oil companies' (AKA Big Oil) and aggressively underminig European environmental measures.

They appear to have been so aggressive that a European parliamentarian told the Globe and Mail in March that Canada’s lobbying had been “unacceptable.”

 

One of the main targets of the Canadian assault has been a EU energy law—the 'Fuel Quality Directive'—that would slap a dirty label on Tar Sands oil as a way of promoting cleaner transportation fuel in Europe.

 

Canada's pursuit of open markets for its dwindling Manufacturing Sector, however, is also the objective of the ongoing Free-Trade negotiations between Canada and the European Union, which would involve (for Canada) eliminating environmental “barriers” to trade like the 'Fuel Quality Directive'. Canadian negotiators have frequently raised the issue of the 'Fuel Quality Directive' and recent media reports indicate Canada Threatened to scrap any Free Trade agreements if the issue was not resolved to Canada's satisfaction. An effort somewhat akin to shooting oneself in the foot repeatedly.

Get this! The Fisheries Act, which made it a criminal offence to pollute or destroy fish and fish habitat in Canada, and the only federal water protection law with teeth, is being gutted. Already, the Harper government allows the mining industry to apply to have healthy fish-bearing bodies of water to be renamed "tailings impoundment areas" and thus no longer subject to protection of the The Canadian Fisheries Act.

The material may contain trace amounts of metal and could have damaging health impacts if fugitive dust enters the air. Petroleum coke that enters the water may continue to frustrate efforts to prevent contamination from runoff," according to the letter.

Many Canadians will be surprised to learn they are paying more than half of the cost for all the natural gas consumed at the Alberta Tar Sands through tax and royalty write-offs -- $1.7 billion this year alone.

One example - In the following ten years a $30 billion investment could help Canada become a global solar leader.  Solar PV capacity in Canada costs about $5 per watt and is declining by about 10 per cent annually. Assuming a cost of $4.5/W over the next 10 years, Canada could install approximately 6,700 MW of distributed solar energy capacity by the end of the decade -- about double the capacity of the current number-two nation in the world. According to industry figures, this investment would also create around 180,000 jobs in the Canadian solar sector -- an increase of 6,500 per cent.

 

SO ... THE HARPER GOVERNMENT IS HANDSOMELY PAYING THE OIL COMPANIES (Through Tax and Royalty Write-offs) TO DESECRATE THE CANADIAN LANDSCAPE. IN THE LONG RUN THIS 'GIVE AWAY' EFFECTIVELY BLOCKS CANADIAN CITIZEN'S ACCESS TO GREEN ALTERNATIVE ENERGY SOURCES. It's not clear why Oliver was so vehement. The minister launched his attack on Hansen just 48 hours after a report from the Environmental Protection Agency essentially reaffirmed the climate scientist's concerns about the development of the Tar Sands.

 

The EPA said developing the Tar Sands would indeed have a negative impact on the environment, releasing as much as an additional 935 million metric tonnes of greenhouse gas emissions into the atmosphere over the next 50 years. Note: This figure does not reflect the burning of this material in cars and trucks. The total green house emissions involved would contribute hugely to a Runaway Climate Catastrophe

Gordon Laxer a Canadian Political Economy Professor calls the ethical oil argument "a massive re-branding effort" by the oil industry to bury the "dirty oil'' moniker used by critics.

 

"What's ethical about tar sands oil that produces three times the greenhouse gases as conventional oil?" he asks. What's ethical about using three barrels of water for every barrel of tar sands oil? What's ethical about devouring two tonnes of earth for every barrel of tar sands oil?

Today Canadians are growing poorer — one in seven children lives in poverty — and families hold enormous personal debts. Last year for every $100 earned, Canadian households spent $165. This is the highest debt ratio in Canadian history.

 

While Canada's GDP has nearly tripled in the last 15 years, more than half a million manufacturing jobs vanished largely due to the high Canadian Petro Dollar. All the years of sacrifice Canadian consumers endured to keep the dollar low for the benefit of the Canadian Manufacturing Industry has been wasted. Thanks Harper and Big Oil.

 

On the evening of April 17, 2013 an oil industry spokesman from Calgary (David Collyer President of the Canadian Association of Petroleum Producers) said that Jobs were more important than any fair consideration for the Environment. This is a sacrifice that Canadians must make for Jobs he implied. Prime Minister of Canada Stephen Harper's agenda for the Oil industry has essentially gutted manufacturing in Ontario. United Nations Convention to Combat Desertification works to battle the effects of drought around the globe, with emphasis on African nations. The withdrawal makes Canada the only UN member country not taking part in the convention, which Ottawa ratified in 1995.

 

"Canada continues to be a country that pushes other countries to do less. Our role is not just an embarrassment, it's reckless and brings our once good national reputation into disrepute," May said last November as nations met to negotiate a new agreement.

 

She also said that Canada had decided to "sabotage global agreements" and that we'd done "far more damage to the global climate through obstructing negotiations, through twisting arms to try to keep India from taking on targets, to try to stop global progress, than we have ever done through the volume of our emissions."

 

Robert Fowler, a former Canadian ambassador to the UN, said Canada's abandonment of the convention amounted to a "departure from global citizenship."

 

"It has taken climate-change denial, the abandonment of collective efforts to manage global crises and disregard of the pain and suffering of the peoples of sub-Saharan Africa (among many others) to quite a different level," Fowler said in an email.

 

Maud Barlow said the Harper government is "anti-environment" and is more interested in exploiting Canada's mineral and energy wealth as an "energy superpower."

 

"That's why they're shutting down all evidence and all research and any international institutions that can provide more information on what this is about."

A top expert who helped write the government's latest Keystone report previously consulted on three different TransCanada projects—a fact the State Department tried to hide.

Late on a Friday afternoon in early March, the State Department released a 2,000-page draft report downplaying the environmental risks of the northern portion of the controversial Keystone XL pipeline, which would pump oil from Canada's Tar Sands to refineries in Texas, passing through Montana, South Dakota, Nebraska, Kansas, and Oklahoma. But when it released the report, State hid an important fact from the public: Experts who helped draft the report had previously worked for TransCanada, the company looking to build the Keystone pipeline, and other energy companies poised to benefit from Keystone's construction.

 

The contractor that produced the bulk of the report was Environmental Resources Management (ERM), an international consulting firm. 

 

ERM employees who contributed to State's Keystone report—and whose prior work historys were hidden or redacted—previously worked for Shell Oil; a third worked as a consultant for Koch Gateway Pipeline Company, a subsidiary of Koch Industries. Shell and Koch* have a significant financial interest in the construction of the Keystone XL pipeline. ERM itself has worked for Chevron, which is heavily invested in Canadian tar sands extraction ...

The letter specifically mentions six laws that relate to the oil and gas industry's ability to do its work:

 

- National Energy Board Act.

- Canadian Environmental Assessment Act.

- Fisheries Act.

- Navigable Waters Protection Act.

- Species at Risk Act.

- Migratory Birds Convention Act.

 

Of course the Laws that Canadian governments passed many years ago to protect the citizens of Canada are now deemed by the Harper Government bad for the Oil and Gas guys. Laws designed specifically for Big Oil trump the well being of Canadians. What Big Oil wants Harper happily hands over!

 

On Jan. 9, 2012 (less than one month after the letter was written), Oliver wrote an open letter accusing environmentalists and other "radical groups" of undermining the Canadian economy.

... two omnibus bills by the Harper government that gutted environmental protections in Canada. These bills, C-38 and C-45, have made drastic and destructive changes to freshwater protection in Canada. At the clear behest of the energy industry, which outlined the changes it wanted in a letter to the Prime Minister, these omnibus bills destroyed the Fisheries Act, basically now only protecting fish of commercial value (but not their habitat). They killed the Navigable Waters Protection Act, stripping federal government protections for 99 percent of lakes and rivers in Canada. Major pipelines and interprovincial power lines now have the green light to cross over and under more than 31,000 lakes and 2.25 million rivers without federal scrutiny.
