That's all it takes: just master public speaking. While it's correct to say that public speaking is chalk full of learnable skills, it's not easy. And mastering public speaking still isn't enough to attain thought leadership.
Furthermore, be wary of the legalistic 'hedging' terms hidden throughout, e.g. "one of the most potentially effectual distribution strategies for thought leadership content is public speaking." Translation: "one of the most" is not necessarily 'the most'; "potentially effectual" means 'maybe it works, maybe it doesn't'--to rephrase the whole thing "public speaking might work for you, but there are no guarantees."
Firms often don't highlight experts for fear that they (and the brand) will walk out the door, but that misunderstands thought leadership.
