The combination of smartphones, tablets and connected devices will create a tidal wave of new data for businesses to store and process. Data sources and types are exploding as mobile, the Internet of things and social produce exabytes of structured and unstructured data, commonly known as “big data”. While the concept of managing a torrent of information isn’t new, the challenge of dealing with the three V’s of data management–Volume, Variety, and Velocity –has been taken to a new level by the rise of unstructured data sources, such as social media, mobile application data, video, sensors and other connected devices.

 

IBM released the results of a study it had conducted with the University of Oxford. The study surveyed 1,061 companies from across the globe. The survey found that twenty-eight percent of the firms interviewed were piloting or implementing big data activities. IBM outlined four phases of big data adoption, which include educate, explore, engage and execute. These stages are defined as follows:

 

*Educate. This phase focuses on knowledge gathering and market observations.
*Explore. After completing the education phase, companies will develop a strategy and roadmap based on business needs and challenges.
*Engage. During the third phase, a business will pilot big data initiatives to validate value and requirements.
*Execute. Companies in the fourth phase have deployed two or more big data initiatives and are continuing to apply advanced analytics.

1. Consolidation/Optimization:  State CIOs seek to cut costs and increase efficiencies by centralizing infrastructure and data centers

 

2. Budget/Cost Control: they are looking for new strategies for IT savings via activity-based costing and other methods 

 

3. Health Care: the patient protection and affordable care act (PPACA) and other developments have triggered the need for improve health'information exchange, medicaid systems and overhaul existing health enterprise arquitechtures.

 

4. Cloud Computing: State CIOs view the cloud as a service-delivery startegy.  They are interested in cloud models which will provide needed security, privacy and data-ownership

 

5. Share services: this includes share infraestructure and resources, in addition to services.

 

6. Governance:  increased accountability means more oversight on data-governance issues.

 

7. Security:  always critical, state CIOs are now interested in risk assessments to thwart insider therats and thir-party security situations that could emerge as outsourcing inceases. 

 

8. Broadband and Connectivity: Telehealth and the need for public-safety wireless networks are inspiring interest in imporving connections.

 

9. Legacy Modernization:  either by replacing or renovating, legacy platforms and apps must be enhanced for overall business-process improvement.

 

10.  Data and information management:  data / information intelligence systems will bring state goverment into the knowkledge management business

The Open Government Partnership is a global effort to make governments better. We all want more transparent, effective and accountable governments -- with institutions that empower citizens and are responsive to their aspirations. But this work is never easy.

It takes political leadership. It takes technical knowledge. It takes sustained effort and investment. It takes collaboration between governments and civil society.

The Open Government Partnership is a new multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. In the spirit of multi-stakeholder collaboration, OGP is overseen by a steering committee of governments and civil society organizations.

To become a member of OGP, participating countries must embrace a high-level Open Government Declaration; deliver a country action plan developed with public consultation; and commit to independent reporting on their progress going forward.

The Open Government Partnership formally launched on September 20, 2011, when the 8 founding governments (Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, United States) endorsed an Open Government Declaration, and announced their country action plans. Since September, OGP has welcomed the commitment of 47 additional governments to join the Partnership.

This Common Web Services (CWS) initiative is being managed by the Department of Internal Affairs – the government’s lead agency driving ICT procurement and policy reforms. This CWS initiative, unveiled earlier by New Zealand’s Minister for Internal Affairs, Chris Tremain, streamlines the administration’s procurement and tendering process for web services. These services encompass government informational web sites that do not require complex integration with other databases or transactional systems, including payments.

Minister Tremain said the CWS initiative enables agencies to more readily engage online expertise from an approved list of 42 service providers. He added that agencies requiring web-related resources will be able to select from a panel of service providers. This service enables agencies to “complete minimal paperwork, and get on with the job of providing government information and services online.”

For the fourth consecutive year, this report presents two authoritative benchmarking tools to monitor information society developments worldwide. The ICT Development Index (IDI) ranks 155 countries’ performance with regard to information and communication technology (ICT) infrastructure and uptake. The ICT Price Basket (IPB) is a unique metric that tracks and compares the cost and affordability of ICT services in more than 160 countries globally. Both the IDI and the IPB combined are powerful measures for benchmarking and explaining differences among countries and within regions when it comes to ICT developments. This year’s edition of the report also features brand new data and analyses on revenue and investment in the ICT sector and proposes a new methodology to measure the world’s telecommunication capacity.

Taxpayers who file their tax returns electronically (e-File) may check for related information on their IRS2Go application within 72 hours after obtaining an e-mail acknowledgment from the IRS. Up to 70 per cent of the 142 million individual tax returns filed last year with the IRS was made electronically.
