I en artikkel for en tid tilbake skrev jeg om Teknologirådets forsøk på å gjøre storting og regjering oppmerksomme på at det finner sted en utvikling av teknologi og konsepter for bruk av droner som kunne redusere behovet for 54 nye kampfly til en innkjøpspris på mer enn en milliard kroner pr fly, og driftsomkostninger som ser ut til å bli minst det dobbelte, trolig det tredobbelte i forhold til dagens F-16 jagerfly (Kampfly og droner | Knut Harald Nylænde).

Her hjemme er det fra regjeringshold og forsvarsledelsen skapt det inntrykk gjennom årene at ”Norge er best i NATO-klassen”. Det er blitt et uttrykk mange bruker, - helt ukritisk. Det hadde en viss riktighet i den tiden Norge var ett av få NATO-medlemmer som holdt alliansens målsetting om 3 % årlig vekst i forsvarsbudsjettene. Men det begynner å bli mange år siden. De siste årene har målsettingen vært 2 % og Norge ligger ”midt på treet” blant medlemslandene.

Knut Harald Nylænde: Drone market about to take off – My Telegraph

I have in previous articles, both within and outside my blog, put light on the development of drone technology, primarily driven forward by ’military labs’ throughout the world. Not surprisingly, the USA is in the lead, followed suit by Israel and the UK. New companies specialized in drone manufacturing are popping up in countries like Canada, South Africa and France.

What is now happening is that the police and other private markets have discovered the benefits of deploying drones in a variety of applications. In the USA 13 different police departments are today using drones for surveillance and direct support during operations, and this is only the beginning. Boarder control and surveillance at sea are application areas growing fast, and the US aviation authorities expect some 30 000 drones to be in use within police and other civilian areas within ten years from today.

The renowned US aerospace and defence consulting company, Teal Group, predicts in a recent market study that the 2012 spending of $ 6,6 billion on drones worldwide will double each year in the decade to come, amounting the incredible $ 90 billion, approximately, in 2022. The US Congress is busy preparing a new law for regulating the commercial use of drones within 2015. A similar process is taking place in the EU, with the aim to have a regulatory framework ready by 2016.

With Norway’s long and frayed coastline and its vast economic zone in addition to the long-stretched mainland territory, the use of drones would open up for very cost-effective solutions in the future. The challenge for our authorities is simply to get interested and gather people with the relevant expertise and overview of opportunities in order to get started. A piece of very good advice is to listen to the Norwegian Technology Council; the council has taken a keen interest in drone technology and the potential for Norway’s defence and for civil sectors like rescue, land surveying, environmental surveillance and, of course, police operations by stepping up resources in the drone area.
