Although it is the world’s largest emitter and is heavily dependent on coal, China is shifting towards clean energy and aims to source 20% of its energy in 2030 from low-carbon sources, said EY’s 2018 Renewable energy country attractiveness index (RECAI).

Washington's change of course says a lot about the leverage held by the supply chain of a widely used commodity such as aluminum.

A pattern is clearly emerging: tough sanctions unless they are against a powerful, politically or economically connection entity.  Then you just need to complain loudly (or spend freely) and <poof> you get a delay of the scansion/impact.  Funny how that works, eh?
