I started writing this comment on the ACRL article after you posted this but it's sufficiently dated that it seems pointless. I'll comment here in case it's helpful. I'm really pleased to see a piece written on OERs and see the range of sources which the authors have considered. It's worth noting that:

Missing from the piece is any careful distinction between free and open or any mention of licensing when considering the resource collections. I appreciate that considering this makes it become much more complicated but collapsing resources from platforms which are license agnostic, license unstated, open licenses, or free but all rights reserved is inviting confusion.

It may also be worth noting that many web-based services support open licensing of content and searching by license. As a result services such as Youtube/ Vimeo/ Flickr and SlideShare can be useful sources of open educational resources.

Suggested update:
Mitx developed into Edx when other institutions joined. Yes it still exists but Edx is the wider organization and site.
FWK moved to a low cost closed access and license model on Jan 1 2013.
OCW search covers 62 source not just the 19 sustaining members.
