I understand that the premise of the Burka Avenger was to give importance to girls education. The character does not wear the burka when she is being a normal girl. It is her "superman" costume, so to speak. The burka was chosen to tie in "a local feel." I'm not sure that was a wise choice since the Taliban forced women to wear the burka in 2010 when it took control of Afghanistan. Even though some conservative Islamic women choose to wear the burka, I think it could send mixed messages to the young audience it is targeting.
