The evidence indicates that the majority of Procurement functions still don’t have a strategic role and are generally not considered (nor optimally delivering) as a true business partner to the organisation. In many cases, this is a direct outcome of ineffective governance, policies and procedures or a lack of appropriate Procurement engagement during the early stages of the procurement process.

As a result, those organisations are failing to make effective

purchasing decisions, not fully leveraging their spend and

economies of scale, and leaving themselves open to signifi

cant business and commercial risk.

So whilst early Procurement involvement has been proven to

deliver higher savings, the reality is that Procurement is usually

brought into the process to either close a deal or advise on the

contract terms, when it is often far too late to add signifi

cant value – or often only when the commercial process has already broken down.

Plans to cut 'gold-plating' of council procurement

The Government has pledged to help councils simplify the procurement process, in a bid to cut costs and improve transparency.

Local government minister, Kris Hopkins, said councils have a ‘tick-box mentiality’ to procurement and new plans would help remove unnecessary paperwork and compliance.

Mr Hopkins said: ‘Costly gold-plating of procurement is rife across the public sector but we are freeing town halls from this tick box mentality so that they can deliver a better deal for local people.

‘Small local firms and voluntary groups will be brought in from the cold because for far too long there have been obstacles preventing them from tendering for contracts.’

The new proposals changes the equality requirements placed on public bodies and implements recommendations made by Lord Young’s report on helping small firms.

Energy buyers face 'rocky road' in changing marketplace

An academic has warned energy buyers their role will change and they will need to develop new skills as carbon-based fuels are stripped from the electricity sector. He said the UK government would encourage firms and organisations to generate their own wind and solar energy – what he called demand-side resources (DSR) – which could be used to power “micro grids” around hospitals, universities and industrial parks.
