In an email to EdWeek, the state's assessment director, Gloria Turner, confirmed that Alabama has bowed out of both the Partnership for Assessment of Readiness for College and Careers, or PARCC, and the Smarter Balanced Assessment Consortium. She said the department of education "has decided to go in another direction," but didn't offer any more detail.

Pilot Test | Smarter Balanced Assessment Consortium | Smarter Balance Assessment | Scoop.it

The Smarter Balanced Pilot Test marks an important milestone in the development of a next-generation assessment system, allowing the Consortium to gather information about the performance of assessment items and the test delivery system under real-world conditions. Data from the Pilot Test will allow Smarter Balanced to conduct initial scaling that will be used to program the adaptive test engine.
 
The Pilot Test will be conducted in grades 3-11 in English language arts/literacy and mathematics. While the Pilot Test will be administered online, it will not be computer adaptive as the operational assessment will be in 2014-15. Prior to taking the Pilot Test, students will have the opportunity to take a training test to become familiar with the format of the assessment.
 
The Pilot Test is designed to be a test of the items and performance tasks—not an opportunity to report on student learning—and schools participating in the Pilot Test will not receive student scores.

OLYMPIA, Wash. – February 20, 2013 – Members of the Smarter Balanced Assessment Consortium(Smarter Balanced) today began administering a Pilot Test of the assessment system in schools across the country. The Pilot Test is the first of two large-scale tryouts of the assessments prior to implementation in the 2014-15 school year. Through the Pilot Test, Smarter Balanced will gather information about the performance of assessment items and the test delivery system under real-world conditions.

The Common Core State Standards eventually will require students to take standardized tests online, and that will pose a problem for many schools, especially those in rural areas. Why? Rural schools often lack the technology and broadband capabilities of their counterparts in more populated areas. The Common Core State Standards have been adopted by 45 states, and two groups of states—thePartnership for Assessment of Readiness for College and Career and the Smarter Balanced Assessment Consortium— are developing tests. Both groups say they are committed to helping states transition to computer testing, and they have developed a Technology Readiness Tool to help states identify infrastructure gaps and plan for future needs.

A new report from UCLA’s National Center for Research on Evaluation, Standards, and Student Testing (CRESST) finds that the Smarter Balanced assessments will require students to demonstrate a greater depth of knowledge in English language arts / literacy and mathematics than current state tests.

"Last April, only 27 percent of the "insiders" thought PARCC was on the wrong track. Now that's up to 52 percent. Smarter Balanced's numbers have sunk by only 6 percentage points since last April, but they were more heavily "on the wrong track" to begin with than was PARCC. Seventy-one percent saw SBAC as off-base last April, and optimism grew for a while last summer. But now the "wrong track" numbers are up to 77 percent."

Member schools of the Smarter Balanced Assessment Consortium have started testing online assessment software that will eventually be used to deliver computer-based tests aligned with the Common Core State Standards. Six thousand schools from the consortium's 23 member states will test the software from now through May 2013.
