The problems that occurs in SharePoint 2013 is that the save as draft and publish buttons have the same behaviour. Normally when you click the publish button, the post should be saved with the status set to approved, so that it's available for everyone to see. But in SharePoint 2013 the publish action just does the same as the Save as draft action. The posts will be stored as draft and you need to do a manual approval make it available for the users.
