Add a hashtag to the index.

The hashtags index used to be editable by anyone, but I got tired of sweeping the dirt. Things like making lines going from right to left, tags that aren't in order, and other more serious abuses led me to the decision of removing that right.
This is more work for me, believe me, and it gives me no pleasure, but enough is enough.
This method will make it easier for not-so-tech-savvy people to add new tags and it also means that the tags will be screened first. PLEASE
