Is subcontracting not what it use to be for a small business or is it just the same old business in a larger form?

 

Primes have been using subcontractors of choice; if any! There is not enough manpower to over see all subcontracting plans, some plans are apporved quickly to prevent holding up awards, these and more are reasons large primes are able to avoid most subcontracting rules and regulations.
