It was during the course of this cleaning up operation that the district administration under the then collector, Mr. S R Mohanty had the first taste of public participation. When the administration appealed to people for money for the cleaning up process, donations poured in. in the first week of Operation Kayakalp itself more than Rs.10 lakhs was collected through donations. The members of the Indore press also contributed Rs.8 lakhs. to maintain people's participation and as a kind of social audit, the clean up operation was done through the District Red Cross Society.

Shri Modi and Shri Chouhan also inspected the solar plant. Country’s largest solar power plant has been completed in a short of span on only 8 months. Additional Chief Secretary Renewable Energy Shri S.R. Mohanty welcomed the guests and informed that Madhya Pradesh is becoming new power hub of the country. Rajya Sabha member Shri Raghunandan Sharma, MLAs Shri Omprakash Sakhlecha, Shri Kailash Chawla, Shri Rajendra Pandey, Shri Dilip Singh Parihar, Shri Yashpal Singh Sidodiya, Shri Rajesh Yadav and Vice-Chairman of State Planning Commission Shri Babulal Jain were also present on the occasion.

The federal states are also driving forward developments. Sudhi Ranjan Mohanty, Principal Secretary of the government of Madhya Pradesh stressed this in his opening address for the Intersolar India Conference. In the federal state of Madhya Pradesh alone, the total installed output has grown from 2 MW in 2012 to currently 220 MW, and is set to reach 1.4 GW by 2015. According to the Principla Secretary, the more important framework conditions for these successful developments are a transparent political decision-making process, investment incentives and the involvement of industry in the planning process. As an industry meeting point, Intersolar India provides an important platform for discussions.
