Commonwealth of Learning - Quality Assurance Toolkit for Distance Higher Education Institutions and Programmes | Quality Management Systems | Scoop.it

The Commonwealth of Learning is proud to partner with the Sri Lankan Ministry of Higher Education and UNESCO to produce this Quality Assurance Toolkit for Distance Higher Education Institutions and Programmes. The Toolkit has been prepared with three features.

 

First, it is a generic document on quality assurance, complete with a glossary of terms used in distance learning, for use across the Commonwealth. It accommodates various institutional solutions to reflect range of delivery methods used by distance education providers.

 

Second, it proposes performance indicators so that institutions can gauge their own performance trends, fostering continuous quality improvement in the spirit of a culture of quality.

 

Third, it provides best practice case studies from across the Commonwealth that can serve as exemplars as institutions consider their respective situations and options.

 

The performance indicators in the Toolkit were developed by the Distance Education Modernisation Project (DEMP) of Sri Lanka under the aegis of the Ministry of Higher Education in collaboration with COL, which brought together experts from twelve Commonwealth countries and UNESCO to develop international performance indicators.

Air Traffic Controller Training - Regulatory Frame and Practices

Air traffic controller training is defined with specified regulations, international and national, that prescribe minimum requirements for organizations certified for such a training. These requirements include creation of the Operations Manual, defining responsible personnel, programs of training with training objectives and financial plans. Specific characteristic of the prescribed requirements is an introduction of quality management and its procedures in air traffic controller training which have to ensure prescribed level of training provided by the certified organizations. Certification of such organizations is performed by national supervisory agencies according to national regulations. Minimum requirements are defined for all types of air traffic controller training. In this paper the minimum requirements for performing air traffic controller training will be analysed with practices in Croatia, as well as quality assurance elements for that kind of training.

Commonwealth of Learning: Quality Assurance – The Basics

In 2007 the National Assessment and Accreditation Council of India in collaboration with COL produced the Quality assurance toolkit for teacher education institutions. There are four parts to the kit:

- Quality Assurance Toolkit for Teacher Education Institutions: Guidelines
- Quality Assurance in Higher Education: An Introduction
- An Anthology of “Best Practices” in Teacher Education
- Quality Indicators for Teacher Education


In 2006, COL published a new book in Perspectives on distance education series, entitled: “Towards a quality of culture”.

 

In 2005, COL produced a six-page guide to the basics of Quality Assurance in ODL in its Knowledge Series which provides a very useful starting point by identifying the specific role of quality assurance in ODL operations within an institution.

 

The issues in Quality Assurance raised by the new forms of Higher Education in terms of types of provider and provision, delivery mode, curricula and content, new qualifications and trans-border delivery are well summarized by Professor Robin Middlehurst in her paper for the ENQA Occasional Paper Series #3 "Quality Assurance Implications of New Forms of Higher Education" (2001).

This carefully prepared toolkit is one way of providing support as open schools develop quality assurance systems that will be the foundation of a culture of continual improvement in open schooling. We hope it will benefit open schooling by making institutions’ quality assurance practices as explicit and systematised as possible, with quality assurance policies clearly communicated amongst institutional stakeholders.

 

While the toolkit aims at helping open schools to institute sound quality assurance systems that can lead to quality ODL provisioning, it also seeks to alert policy makers to the importance of investing in quality open schooling as more and more learners opt for this alternative form of education.
