What does the empirical evidence tell us about the types of interventions most likely to enable women and girls to use digital ICTs in ways that increase their voice and their influence? That is a question posed within a rapid literature review from the two-year Learning and Evidence Project on Women’s Voice and Leadership in Decision-Making by the Overseas Development Institute. "Do digital information and communications technologies increase the voice and influence of women and girls?" focuses specifically on the evidence from programmes or interventions that aim to build women and girls’ voice  and  influence  through  their  use  of digital technologies and  social  media. Rwanda was willing to take a chance on solar when many countries are still reliant on dirty energy sources. “Rwanda said, if we haven’t started using coal, let’s not start, let’s use what’s available and clean,” said Twagirimana. Unlike other countries in East Africa where environmentalism is an afterthought, Rwanda is dedicated to green initiatives. The country outlawed plastic bags more than a decade ago, and many streetlights in Kigali and the surrounding area are energy-saving LED bulbs running on solar power.

“There is a need for energy, and Rwanda understands the importance of clean energy,” said Twagirimana. “They said, ‘We’ll eventually use solar, so let’s just start now.’”

"...system that relied only on automated sensors wouldn’t be adequate. Instead it had to incorporate input from village elders who had experience in identifying signs of natural disasters. The solution also had to be battery powered, rugged, affordable and simple enough for villagers without formal education to use.


 A team of villagers and experts in community development, data analysis, disaster risk reduction, electronics and open design methodologies was assembled to design the solution. They adopted a design thinking approach to brainstorm on designs that would meet the technical requirements and also fit with existing village dynamics. Development Impact Lab | Community Cellular Networks

The CCN is a complete “network-in-a-box”, enabling local communities to both own and operate their own cellular systems. The network is designed for the world’s most remote communities and can be deployed by people with limited technical skills. At its core is a village base station, or cell phone tower. Each CCN is costs less than 1/10th the price of traditional cellular equipment, and its low power consumption enables it run solely on solar or micro-hydro power. It is also highly efficient, using less than 50W average power draw, which reduces infrastructure and operating costs. The network can provide kilometers of coverage to local communities.

For those working in the ICT4D space, it is not easy to get oriented to a basic set of principles or concepts in use by those in the field — even after years of experience (it’s accepted that we don’t really have a defined set in the first place, so that’s ok.)

For me, I find that I keep coming back to some of the same concepts fairly often as I discuss particular projects, challenges, and trends.

These particular concepts have helped me not only to frame problems in a particular lens, but to also guide the process for how to move forward. Or just fun conversation.

There are 793 million people globally, who are undernourished or food insecure according to the Food and Agriculture Organization of the United Nations (FAO). Weather, conflict, labor markets, food supply systems, nutrition, livelihoods, and social inclusion combine to hinder their ability to acquire enough food to meet the daily minimum dietary energy requirements. While this may be shocking in societies where fast food restaurants offer "super sized" meals for cheap, for millions of people, getting enough to eat is a daily struggle. Thankfully, there are new technologies and tools that policy makers can now use to sense and predict food insecurity months before it happens, allowing farmers and policy makers to increase their adaptive capacity. The proliferation of mobile phones among rural households in Kenya, Tanzania, and Ghana has seen a significant increase of digital information solutions for farmers. The AGRA financial inclusion team identified 150+ different ICT solutions in these countries that allow farmers to access information on market prices, good agronomical practices, and weather updates. However, research from GSMA, CTA, and Mercy Corps found that many of these solutions do not sustain beyond the life of an award or a typical three-year donor project due to flawed business models.
