APPRENTICESHIPS and traineeships are being snapped up by employed adults, raising fears that teenagers are being locked out of job pathways as governments focus on upskilling the workforce.

Figures from the National Centre for Vocational Education Research show that only about 60 per cent of new apprentices and trainees are "newly commencing workers", down from almost 75 per cent in 2004.

And while the number of teenagers signing up for apprenticeships and traineeships has stagnated since then, mature-aged commencements are rising steadily, with the number of new starters aged 25 and over rising 44 per cent.

Overall apprentice and trainee numbers have climbed steadily since 2004, passing 450,000 last year. But teenagers now constitute less than one-third of new entrants.

Recent years have seen an increasing tendency for governments to target training to people who already have jobs.

The federal government's direct funding stream for vocational training, the $700 million National Workforce Development Fund, is aimed at workers, unlike the scheme it replaced, the Productivity Places Program, which was also available to the jobless.

This reflects an emerging view among private training providers that college-based training has had its day, and that work-based training is the way of the future.

Last month, private chain Kaplan completely withdrew from college-based training after its subsidiary Carrick jettisoned its vocational courses, leaving Kaplan to focus on work-based training through its Franklyn Scholar arm.

Corporate providers offering exclusively work-based training have also prospered in Victoria's open training market.

Brian Howe, of the University of Melbourne's Centre for Public Policy, said the changes reflected the fragmentation of training.

"The old model of technical schools and TAFE seems to be either gone or coming apart, and we've moved to this new diffuse model of market orientation," said Professor Howe, a social security minister and deputy prime minister in the Hawke-Keating government.

Professor Howe said the new approach was not helping the unemployed or the two million-plus underemployed Australians marooned in casual, fixed-term or labour-hire positions.

"You've got quite a large pool of people who are not doing very well," he said. "This is a fundamental problem for the economy because it's a low-productivity area. But it's under the radar."

Skills and Training Minister Brendan O'Connor acknowledged the growth in mature-aged apprentices.

"But the numbers of young people commencing has been a success story, particularly during the global financial crisis and difficult GFC-recovery phase," he said.

"This was in part due to Apprentice Kickstart payments to employers, which helped around 70,000 Australians access an apprenticeship."

Mr O'Connor attributed the "small decline" in teenage apprentice and trainee commencements to improving Year 12 retention.

And he said recent changes to incentive payments would curtail the growth in existing worker apprenticeships and bring the focus "back to priority occupations and new workers, many of whom are young people".

However, the NCVER figures suggest the changes to incentive payments, rolled out in last year's May budget and October mini-budget, will slash apprenticeship and traineeship commencements across the board.

While January-March last year was a record quarter, with about 90,000 new entrants, the October-December quarter recorded a 10-year low of about 60,000.

This study focused on how students perceive the use of mobile devices to create a personalized learning experience outside the classroom. Fifty-three students in three graduate TESOL classes participated in this study. All participants completed five class projects designed to help them explore mobile learning experiences with their own mobile devices, incorporating technologies such as YouTube and VoiceThread. We identified characteristics of these mobile users in Mobile Language Learning (MLL), and the results illuminate how MLL opens up new pedagogical scaffoldings.

More likely than not, hard work and long hours in combination, usually signifies that a business owner needs to learn some effective time management lessons.

Most small businesses that employ staff, find that the level of motivation in individuals can vary remarkably, and even for individuals their motivation levels can rise or fall dramatically over time.

 

Sometimes it is hard for business owners to understand what motivates or demotivates their employees, and given the complex science behind motivational theory, it is not surprising that articles on the subject can be very weighty and at times incomprehensible.

 

This excellent article, suggests that trust is the key factor in determining staff motivation, and it provides a simple infographic that very neatly sums up the whole subject to allow a better understanding of the basics of employee motivation.
