China’s Open door policy China was a real mess at the start the 19th Century; the huge nation wasn’t even recognized as a world power. Trading rights with China were split up within the world powers and everyone wanted a piece of it. China had almost no rights. The U.S, who took Far Eastern Matters seriously after the Spanish-American war, were very intent on making China have an open door policy. During the fall of 1898 President McKinley stated his desires for china to have this policy. John Hays, a secretary of state, was intent on helping President McKinley. From 1899-1900 John Hays wrote letters to the world powers that were over China and asked for them to open Chinas doors. Yet, every nation he wrote said no thanks. Un-deterred John Hays simply replied and said, “Thank you, we have reached a conclusion that China will have an Open Door Policy”. Not one nation complained except for Russia and Japan. But the Open door policy was stilled passed.

John Hays was the first to Push for the open door policy in China. He wanted to keep China being torn apart by other world powers. so he begin writing letters to the world powers in 1899-1900 and he eventaully was able to convince eroupe to open chinas doors to trading.
