The State Board of Education is expected to vote today on a compromise to a new rule regarding art teachers, librarians and other school employees. But the proposal has not satisfied critics who urged the school board yesterday to retain requirements that schools have minimum numbers of art, music and physical-education teachers, counselors, librarians, nurses, social workers and visiting teachers.

Ohio's State Board of Education voted today to remove the requirement that districts employ education specialists in order to "give local districts flexibility" from "unfunded mandates". Instead of taking a stand for the value of nurses, counselors, social workers and the arts in education and pushing back against the Kasich administration's funding cuts and increased testing mandates, the School Board voted to eliminate the "5 of 8" rule from Ohio Administrative Code, setting the stage for the further decimation of these services in our schools. It is appalling that the majority of the current members of Ohio's School Board don't recognize the value of the positions in our schools.  Every single one of these highly-qualified and specially-trained professional positions are not only vital to the education of the whole child, but in many instances are crucial to the survival of children.  The notion that these positions should only be available to those [...]

The Ohio Board of Education is set to vote Tuesday on a rule change that has sparked anger and debate around Ohio.

The board’s Operating Standards Committee has proposed eliminating a requirement that districts hire a certain number of art teachers, librarians, and music teachers, among others, for every 1,000 students in the district.

On Monday and Tuesday of next week, the State School Board of Ohio will convene again to vote on the "5 of 8" rule that requires school districts to hire specialists in arts, music and physical education, along with librarians, guidance counselors, social workers, and nurses.  The board members who favor the change have called these requirements "outdated". Eliminating this change will actually open the door for school districts to avoid hiring qualified individuals in these positions.  Instead of having specialized arts educators in grades K-8, local school boards, in an attempt to cope with the Kasich Administration's budget cuts to public schools, are likely to revert to the environment that precipitated this requirement, passing the responsibility of teaching these subject areas along to regular education teachers, further burdening teachers who are already dealing with decreased instructional time that is now allocated for testing, testing, and more [...]

The flap over a proposal to change state-school-board requirements for schools to hire art and music teachers, librarians and other specialized staff members highlights an age-old tension in educational policy: local control vs. setting minimum standards for all Ohio children. Also included is another common debate: whether to focus resources on reading and math above all else, because they are fundamental, or to include instruction in the arts, because research suggests such exposure enhances children’s ability to learn in all areas.

According to the state, Grandview Heights schools should have at least six specialized staff members, including elementary art, music and gym teachers. They have nearly three times that number. At a minimum, Columbus schools should have 253 of those positions. They have 436.

The Ohio Board of Education today moved ahead with a plan to abolish school staffing requirements that critics contend would allow districts to eliminate art teachers, librarians, counselors and other staff.

Ohio's state school board has voted to kill minimum requirements for school nurses, counselors and librarians - along with minimums for arts teachers. Though another vote is needed, the vote is a major step down that path.

A recent email response from one of Ohio's State School Board members called the "5 of 8" rule "outdated" and stated that there are many other specialist positions that school must hire these days.  While it is true that there are many additional specialists that schools and districts need to employ these days than when the rule was created, the specialists that are mandated by this particular rule are uniformly critical to all children while other needs vary widely across the state. In fact, I would make the case that the "5 of 8" rule is outdated because it does not require all of the key specialist positions in schools as it should.  These positions (elementary art, music and physical education teachers, school counselors, library media specialists, school nurses, social workers) are even more critical now than they were 31 years ago.
