The dilemma they face is even though these are unethical practices in order to obtain details of a juicy story, they are still selling millions of newspapers because they have the details the public is looking for and wanting. Publishers are looking for ways they can still sell their newspapers, but looking and asking what ethics they can and should use in order to please the public, thus make money for their companies, and take the people affected by their stories ethically into account.
