The fact that plastic bags are free and sop available means that we are producing plastics at a faster rate and therefore, will eventually run out causing market failure. The government therefore have to intervene by charging people for these plastic bags and the charge gets rid of the incentive to throw a bag away but rather to reuse it, lowering production and solving the problem of market failure.
