This judicial review decision will be fascinating for local governmet lawyers. The general power of competence only exists to the extent that it is compatible with other legal provisions, including public law requirements that all decisions are 'intra vires'. Will have to wait and see.

An impassioned critique that localism = parochialism (widely accepted) and that neighbourhood planning was a costly, time wasting diversion bc it is not scalable and does nothing to engage with other scales of governance eg property rights or infrastructure planning. Localism does not nec mean dismantling the State though ... Localism and the 'Big Society' are very different concepts.

They're far too likely to be nimbys and devolving power down to the people can have the unintended consequence of devolving it to the wrong people – those who oppose any change at the expense of local progress." Localising victim support in Newquay, Cornwall. Drop in sessions will be manned by policy officers, PCSOs, Samaritan volunteers and VSS experts. "The likelihood of becoming a victim of crime in Devon and Cornwall is thankfully very low, but if you are unfortunate enough to be a victim of crime, it important to realise that we are there as an organisation to help you." Definitely worth a go.

Interesting review of a conference on Localism front runners. But 'the big society' (premised on the idea of being a neighbour) and localism (the political logic of governing from and for 'the local' (however this is defined)) are not the same thing. While 'big society' might imply less state intervention, localism reconsiders the scale, rather than the amount, of governance.
