FRENCH CHAMPAGNE LOBBY HIRES FOR TRADE PROTECTION

The Comite Interprofessionnel du Vin de Champagne, a trade group representing Champagne producers, has hiredAkin Gump Strauss Hauer & Feld to lobby for trademark protections in several international trade deals - including the proposed trans-Atlantic and Pacific trade deals. The group works to get legal protections for the champagne name, seeking to limit the term so it only applies to sparkling wine made in the Champagne region of France. Akin Gump's Steve Kho, Sally Laing and Brian Pomper will work on the account, lobbying specifically for protections in the Transatlantic Trade and Investment Partnership, the Trans-Pacific Partnership and the U.S.-China Bilateral Investment Treaty. French Champagne growers have long been upset about global winemakers using the term 'Champagne.' Within Europe, use of the word "Champagne" by winemakers is legally protected under a 19th century treaty. In recent years, other countries have signed similar agreements. No new U.S.-based sparking wines can use the term 'Champagne,' though some winemakers are grandfathered in.

Six mois après sa mise en place, c’est également le moment de faire un premier bilan du nouveauregistre des représentants d’intérêts (les lobbys). Première satisfaction, depuis sa mise en place en janvier, le nombre d’inscrits s’est étoffé pour atteindre 148 (soit autant que dans le précédent registre qui était nettement moins contraignant). Bonne nouvelle, un certain nombre de cabinet de consultants se sont inscrits. Toutefois, ce sont les ONG qui ont du mal à s’inscrire à ce registre, jugeant qu’il ne leur est pas destiné… à tort, sauf à considérer qu’il y aurait le bon lobbying des ONG, et le méchant lobbying des entreprises. La transparence est bénéfique pour tous.

Large companies  tend to rely on healthy in-house government relations teams and legions of outside lobbyists. But the Soros group takes a different approach: Most of its advocacy millions were spent in grants to activist organizations that do their own lobbying.

The broad concept of lobbying, according to the European Transparency Register, is that anyone aiming to influence policy is considered a lobbyist (though the register does not use this very term), hence this can and does include NGOs, religious entities, diplomats, local governments and academics alike.

Should speculators be given privileged access to dominate advice on financial regulation, beverage companies on alcohol policy, or fossil fuel companies on climate change?

The research shows that in the department responsible for tax (DG Taxation and Customs Union, TAXUD), almost 80% of stakeholders represent corporate interests, with only 3% representing small- and medium-sized enterprises (SMEs) and 1% representing trade unions; in the Secretariat-General (SG), the figure for corporate interests is 64% and in DG Enterprise and Industry (ENTR) it is 62%. Across all groups recently created by the Commission there are more representatives of big business than all other stakeholders combined.
