(Academic article): A cursory glance at the Democracy Index points to a correlation between democracy and states with homogenously monolingual populations, while polities with highly multilingual populations tend to be much less democratic. But it is only a correlation, rather one-dimensional and simplistic. More thought should be given to unspoken assumptions, especially if they result in far-reaching and costly policies.

LT-Innovate's insight:

Most "minority" language legislation belongs to a different time scale than most policy making, at least in Europe. Digital will become the only long-term survival mechanism for many of these tongues.

EUSurvey is a key initiative supported by the ISA² programme. Available in 23 EU languages, the platform can be used free of charge by any public organisation or administration.
The enhanced  version is now available as open source making it easier to create and edit questionnaires.
It enables users to create and conduct multilingual surveys, from designing to publishing and analysing results. The new version 1.4 comes up with an improved editor and new features.

Many multilinguals report different personalities, or even different worldviews, when they speak their different languages.


It’s an exciting notion, the idea that one’s very self could be broadened by the mastery of two or more languages. In obvious ways (exposure to new friends, literature and so forth) the self really is broadened. Yet it is different to claim—as many people do—to have a different personality when using a different language. A former Economist colleague, for example, reported being ruder in Hebrew than in English. So what is going on here?

Singapore launched a Digital Readiness Blueprint on June 2 at the Infocomm Media Development Authority's (IMDA) Tech carnival held at Suntec Singapore Convention and Exhibition Centre.

Recommendation n° 10 is. "Develop government apps, websites and services in the four official languages to reach out to Singaporeans who do not speak English. Machine translation technologies can also be used to make apps more user-friendly."

Euronews will drop its traditional single video feed in favour of a dozen “customised editions” in languages ranging from Portuguese to Hungarian. Euronews broadcasts in Russian, Turkish, Arabic and Farsi to speakers of those languages inside the EU, and to audiences outside the 28 member states who are interested in European perspectives.
