(Academic article): A cursory glance at the Democracy Index points to a correlation between democracy and states with homogenously monolingual populations, while polities with highly multilingual populations tend to be much less democratic. But it is only a correlation, rather one-dimensional and simplistic. More thought should be given to unspoken assumptions, especially if they result in far-reaching and costly policies.

LT-Innovate's insight:

Most "minority" language legislation belongs to a different time scale than most policy making, at least in Europe. Digital will become the only long-term survival mechanism for many of these tongues.

UK Government Digital Service Prospecting Voice Technology on Gov.uk Website

According to the director, "the work on voice is still in the discovery phase but GDS and use cases aren’t terribly clear as to what people are looking for by voice, specifically for government services. We could go and build Alexa or Cortana skills, but we want to look at this at scale for the whole of government.” 
GDS is also looking at popular chat services, as well as those affected by Brexit. 400 possible services have been identified..

The IRS (US inland revenue service or tax office) is exploring using chatbots internally to help with speech translation. As part of trade agreements, the IRS gets a lot of information” from its sister agencies in Germany, Italy, Spain and Japan, and the agency wants a cost-effective way to translate the information from tax return attachments and other documents. Work is being done to look into “comprehensive uses” of speech recognition software that provides language translation.

A recent Gartner survey indicates that 60 percent of government organisations undertaking artificial intelligence and machine learning projects identify virtual assistants as a project goal.

The Australian Taxation Office recently introduced virtual assistant Alex on its website to help support general taxation enquiries from Australian citizens. Platforms like these consist of multiple related AI technologies that support an interactive and intuitive style of communication.

The Internal Affairs and Communications Ministry intends to develop a conversation system that utilizes AI to fully understand the Japanese language, Private companies will also participate in the project, with a system launch date for 2020.
The ministry will compete against global companies such as Amazon. The new system will be compatible with high-speed next-generation 5G and will be able to converse in natural Japanese as if the user were speaking face-to-face with someone.

Maybe not a super-project, but a new competitive venture for the Japanese govt and many years of low funding for digital transformation.

Singapore launched a Digital Readiness Blueprint on June 2 at the Infocomm Media Development Authority's (IMDA) Tech carnival held at Suntec Singapore Convention and Exhibition Centre.

Recommendation n° 10 is. "Develop government apps, websites and services in the four official languages to reach out to Singaporeans who do not speak English. Machine translation technologies can also be used to make apps more user-friendly."
