Police in California are pushing back on a new bill that could be a game changer for how officers are treated under the law when they kill civilians.
Bill Scott's insight:
The sentiment is laudable, but this bill will NOT reduce the number of fatal police shootings. Cops will simply claim they or others were in imminent danger--just as they currently bleat, "I feared for my life and had to shoot!"

Until true outside investigations are the norm and hundreds of killer-cops are convicted for manslaughter and outright murder, police unions will ensure badged jackboots continue to kill and walk free.

He implies that, if cops don't rid their own ranks of rogues, common citizens eventually WILL. And any rational person knows total chaos will erupt, if citizens are left with no alternative to hunting arrogant killer-cops, who believe they're above the law.

What started as a peaceful protest Sunday turned bloody after a brawl broke out in a crosswalk on the Strip. Several people were arrested or cited after protesters briefly blocked traffic on the Strip near The Venetian during a demonstration that protesters dubbed “Black Lives Still Don’t Matter.”
Bill Scott's insight:
Was the shirtless guy, who took the female protester down, a Metro cop trying to incite a brawl? The crowd's predictable response would "justify" his fellow Brown Shirts stepping in and arresting those daring to challenge Metro's latest murder. 

Think about it: Why would a short-haired guy wearing a ball cap--one emblazoned with a message guaranteed to annoy Black Lives advocates--step into that crowd and attack a woman BY HIMSELF? 

Maybe he knew his badged buds would jump in to "protect" him. Was this yet another cynical Metro set-up?

An op-ed Lt. Col. Michael Bell (USAF-Ret.) and I penned last year has been commended by a national police chiefs' organization as offering rational solutions for ending the officer-involved shooting epidemic. Hopefully, rational law enforcement leaders will take positive steps to implement some of these suggestions, by adopting time-proven methods developed in high-hazard sectors, such as aviation/aerospace. 

If smart law enforcement leaders get rid of the killers in their midst, then adopt these and other common-sense reforms, they might start healing the now-widening chasm between cops and citizens.

"Puppycide" is yet another national epidemic caused by heartless police officers, according to this REASON article. Some cops obviously enjoy killing, as evidenced by this excerpt:

"According to an unredacted police report he provided, one of the officers who raided Smith's house, William Morrison, had shot 39 dogs prior to that day. "That's a staggering number, and that's just one officer out of six involved in that case. Someone who's killed 39 dogs in the course of duty," Olson says, pausing, "is really hunting.""

Any cop that kills 39 dogs is a cold-blooded killer.  How many human citizens also are endangered by this psychopath with a badge?

Cops who have killed a citizen also should be included in a national database. The low-IQ cop who panicked and killed my son--for having a BlackBerry phone in his hand--killed two people in his first five years on the Las Vegas Metro force, and admitted drawing his weapon "more than a hundred times" in that period. The guy's a loose cannon, but he's still on the streets of Vegas, locked and loaded to kill again.

To truly get a grasp on the epidemic of cops killing citizens all one has to do is to view this statistic " Cops are indicted in less than 1% of killings, but the indictment rate for Citizens is 90%" From copcrisis.com. Wearing a badge seems to be a pass to kill people without reasonable cause to do so. Unfortunately, this revelation puts good cops on their toes and bad cops in the clear.

Kudos and thanks to Mike Bell for his tireless efforts in bringing law enforcement, justice system, aerospace and other high-hazard industry representatives together for this landmark conference. The two-day symposium may mark a tipping point—the time when cops' once-impregnable "Blue Wall" started to crumble and fall. If proven strategies shared at the conference—processes that have successfully driven down aircraft accident rates, for example—are adopted by law enforcement agencies across America, cops will no longer investigate themselves after an officer-involved shooting or other fatality. And the senseless killing of both citizens and police officers will become a rarity.

District Attorney Anne Marie Schubert declined to prosecute two city cops in the controversial shooting of Joseph Mann, a mentally ill man who was killed by officers on July 11 in North Sacramento. Federal and state laws grant police officers wide latitude to use deadly force against suspects if the officers fear for their lives or the lives of others.

"Qualified Immunity" is a perverse, anti-citizen provision of law foisted on well-meaning politicians, who believed clever unions' claims that cops were being unfairly charged with excessive use of force. Thanks to QI, cops can kill, brutalize and openly abuse citizens, knowing they'll get away with it. This gross affront to justice must be eliminated from U.S. statutes.

Time to demand that every police officer in America be required to buy his own liability insurance to pay settlements. This graf from the Post story says it all:

“As long as there is a (district attorney) that refuses to prosecute civil rights-violating cops, as long as the mayor and the City Council do absolutely nothing about civil rights-violating cops, Denver taxpayers will continue to pay millions and millions and millions of dollars for civil rights-violating cops,” said David Lane, an attorney for the family.
