CIOs never cease to amaze me. And I mean that in both a positive and negative sense. On the positive side we have CIOs such as Stephen Kneebone, Phil Jordan and Christina Scott who topped this year...

Most CIOs have a very privileged and influential position within their organizations. They take decisions on strategies, architecture, technology and partners, often without much questioning - either from the business or the IT organization. But how do we ensure that we get it right? Firstly, the CIO should become more involved and engaged in business issues. Secondly, the CIO should spend more time to monitor and understand technology and business trends. And thirdly, the CIO should delegate responsibility for IT services to an IT manager with a clear delivery responsibility.

Inte bara konsultföretagen ser sig om efter nya affärsmodeller för it-konsulttjänster. Även de stora konsultköparna i offentlig sektor vill komma bort från dagens timprismodeller.

Med förbättrad beställarkompetens och mer fokus på det som ska levereras, dvs  leveransobjekt och resultat, ökar möjligheten att få samarbeta med de bästa konsulterna (och inte bara de som erbjuder ett lågt timpris). När kvalitetskrav säkerställts och övriga hygienfaktorer är på plats kommer ändå priset att vara en konkurrensfaktor i upphandlingsprocessen. Skatteverket torde med sina erfarenheter och position, inte minst inom den offentkiga sektorn, kunna skapa en ny trend rörande upphandling av konsulter.

For many enterprise architects, there is increasing pressure from CxOs to cut costs, reduce inefficiencies, and to foster agility in systems. Enterprises invest more than 70 percent of their budgets purely on maintaining their existing asset investments. This shows that there is a clear and present broken link between strategic business objectives and “keeping the lights on” in the IT department. By using an application portfolio management (APM) practice, IT decision makers can gain visibility into the application’s impacts that reside in the enterprise.

Without a clear linkages between application portfolio management, and enerprise architecture companies must depend on an educated guess. This is neither ideal nor practical for modern companies.
