I like Mr. Alleman's point here.  It's okay to estimate incorrectly.  In fact, most estimates are wrong anyway.  The bigger problem is not doing one at all.  I think it is critical to provide a rough order magnitude estimate, so your customer understand the value of your work.  In the end, it is better for your compprods well.

Indicators of project performance provide us with "Steering Inputs"

In order to take corrective action for our project, to keep it on schedule, on budget, and producing the expected outcomes (more or less within out variance bounds) we need indicators of performance. Cost, schedule, and techncial performance.
