Commission President José Manuel Barroso today called on Europe's digital businesses, governments, training and education sectors to join a Grand Coalition for Digital Jobs to address up to 900 000 job vacancies expected to exist in Europe in Information and Communication technologies (ICT) by 2015. Despite the current levels of unemployment, the number of digital jobs is growing by more than 100 000 per year. Yet the number of fresh ICT graduates and skilled ICT workers is not keeping up.

Supported by the European Commission, the 23rd annual eChallenges e-2013 Conference & Exhibition takes place in Malahide, Dublin, Ireland from 09 - 11 October. Focused on Applied ICT addressing major Societal Challenges, and showcasing strategic keynote presentations, technical and policy papers, case studies and workshops, eChallenges brings together senior representatives from leading commercial, government and research organisations around the world to share knowledge and experience, lessons learnt, good practice and innovation.


You can submit extended abstracts (1,200 - 1,500 words) for technical papers, visionary papers, business and government case studies. Proposals to arrange 90 minute thematically focused workshop sessions are also welcome. "Digital learning and recent trends in Open Educational Resources (OER) are enabling fundamental changes in the education world, expanding the educational offer beyond its traditional formats and borders. New ways of learning, characterised by personalisation, engagement, use of digital media, collaboration, bottom-up practices and where the learner or teacher is a creator of learning content are emerging, facilitated by the exponential growth in OER available via the internet. Europe should exploit the potential of OER much more than is currently the case. This requires good computer skills, but some Member States are still lagging behind as seen in the Education and Training Monitor 2012, with 9 Member States with over 50% of 16-74 year olds with no or low computer skills. While the use of ICT in education and training has been high on the policy agenda, critical elements are not in place to enable digital learning and OER to be mainstreamed across all education and training sectors. A coherent strategy at EU level could address the scope, size and complexity of the challenges in support of actions of the Member States and the entire chain of stakeholders."

  1. “Notably, a few growth areas in the eLearning sector were rarely mentioned. Very little reference was made to the growth of Open Education Resources (OER) in Africa and the potential this may hold for significantly expanding access to learning material and content.”
  2. “References to the benefits of assistive technologies for learners with disabilities in Africa and the value of cloud computing were also very sparse.”
  3. And there is no mention of “virtual school”, “online school” and only one for “IT in schools”, no mentions of “virtual” in the context of schools, but 55 mentions of “school”

This article discusses how Information and Communication Technologies can support 21st century assessment strategies and what needs to be done to ensure that technological advances support and foster pedagogical innovation. Based on an extensive review of the literature, it provides an overview of current ICT-enabled assessment practices, with a particular focus on the more recent developments of ICT-enhanced assessment tools that recognise 21st century skills. The article also refers to relevant cases of eAssessment, looks into examples of the potential of emerging technologies for eAssessment and discusses some relevant innovation and policy issues. Reflecting on these examples, it argues that, although technological challenges exist, the more pressing task at present is to transcend the traditional testing paradigm and conceptually develop (e)Assessment strategies that allow to more fully exploit the benefits of emerging technologies in order to foster the development of 21st century skills.

Dynamic processes of knowledge infrastructures, innovative businesses and regions

As universities are increasingly strategically managed to achieve their core goals, understanding why universities might choose to work with regions is essential to understanding the contributions that they can potentially make to economic development in general and recovery from the current economic crisis.  Why do universities choose to contribute to regional economic development? Central to the idea of a university is of independent, abstract learning and knowledge creation in a global knowledge commons, so why would universities tie themselves and be limited by opportunities for co-operation within the particular territory in which they are located? 

Universities have many assets and facilities that can help drive regional economic development, but that is for the majority of higher education institutions that have the university name not a central part of what they do.  This conference seeks to better understand this conundrum and contribute to better understanding the place of universities in the evolving knowledge society.

The day consists of a mixture of keynote plenary presentations, academic panel sessions and roundtable discussions.  The day concludes with the 2012 CHEPS/ Regional Studies Association Distinguished Lecture by Professor John Goddard, Newcastle University on the theme of “Higher Education and the Grand Challenges of Smart City Development”.
