UNIID-SEA: Project Design Course on Inclusive Local Development - Cebu

Grace Santos's insight:

One of the training programs introduced by UNIID-SEA (www.uniid-sea.net) in the Philippines is the "Project Design Course on Inclusive Local Development". This training program is offered to local government officials and local development stakeholders to co-diagnose targeted community needs and issues, and co-design feasible, implementable and collaborative projects to address the issues and needs that had been identified.

 

This is training program is an intensive 6-day on-site training on the use of community engagement and collaborative project design and management tools and processes. Foundational lectures of the following topics are also included in the program:

 

- Development perspectives: Philippine development and inclusive development as a development paradigm

- Inclusive Local Development 

- Inclusive Innovation as an approach to problem-solving and community building 

- Community Transformability Scorecard for co-dignosing community needs and issues

- Project Design and Management

- Project Proposal Development

 

At the end of the training, the participants are expected to produce Inclusive Innovation Project Proposals to community leaders and representatives for validation, and to a panel of field experts, the Mayor, and targeted local funding/donor agencies for potential implementation support.

In order to support local researchers in this area, the Department of Science and Technology Studies, Faculty of Science, University of Malaya (UM) in collaboration with the Malaysian Environmental NGOs (MENGO) organised a half day Knowledge Sharing Session on “Methodologies for Participatory Action Research” on the 17th of July 2013. This event was supported by the UM Environmental Secretariat (UMCARES) and was co-funded by the Universities and Councils Network on Innovation for Inclusive Development in Southeast Asia (UNIID-SEA) and the UM Sustainable Science Cluster.

The Universities and Councils Network on Innovation for Inclusive Development in Southeast Asia (UNIID-SEA) Project developed and presented two papers in the 3rd International Conference on International Relations and Development (ICIRD), held August 22 and 23 at Chulalongkorn University in Bangkok, Thailand.


This year’s conference theme was “Beyond Borders: Building a Regional Commons in Southeast Asia”. The conference, primarily attempts to seek uncover ways by which an ASEAN Community can be established, and highlighted the importance of recognizing the “commons” (rights, needs, issues, spaces) that cut across different peoples, cultures, and countries, and of seeing the interconnection and interdependence between the economic, cultural, and political spheres of the ASEAN."

"... sunlight and deep discourse are good ways to minimize dark innovations. These counteract the inclination to believe that you have all the answers by getting all the ideas, and their consequences, exposed and discussed. When you see people acting to shut down discourse, your alarm bells should ring. You should step in and demand deep, meaningful discourse that respectfully includes all the groups affected by a decision. This is how we can learn about the consequences of our actions and work together to make them work for all. Efforts to shut down discourse, through propaganda and spin, by shouts of lack of patriotism, or even by coercion and violence, are particularly pernicious incubators of dark innovation. Powerful incumbents use these techniques to preserve their power, and, sometimes, smart insurgents use them to gain control. If all this sounds too much like politics, consider that innovations in the end are changes to the workings and behaviors of social systems. The link between politics and innovation is very direct."

"Our poor communities know what they need only too well, more than any well-meaning government or NGO worker, and certainly more than any bureaucrat sitting in an air-conditioned office in Manila. And yet, despite all the lip service for devolution, decentralization and subsidiarity, detailed decisions affecting the futures of even the remotest poor are still made in the central offices of government agencies. And in so doing, the fixes that have invariably been favored are those involving large procurements, for such things as subsidized fertilizers, imported hybrid seeds, piglets, goats and, yes, farm-to-pocket—er, -market—roads. And we all know why."

The team leaders of the current batch of research grantees supported by the Universities and Councils Network on Innovation for Inclusive Development in Southeast Asia (UNIID-SEA) presented their initial findings and recommendations at the 10th Asian Network for Learning, Innovation, and Competence Building Systems (ASIALICS) International Conference held last September 20 and 21 in Tokyo, Japan. This year’s conference tackled the “Roles of Public Research Institutes and Universities in Asia’s Innovation Systems”.
