Le conflit armé s’est poursuivi dans l’est de la République démocratique du Congo (RDC), les forces de sécurité congolaises et des groupes armés non étatiques commettant de graves exactions contre des civils. Le groupe armé M23, soutenu par le Rwanda, a été l’auteur de nombreux crimes de guerre, notamment d’exécutions sommaires, de viols et du recrutement forcé d’enfants. Alors que l’armée cherchait à mettre le M23 en échec, de nombreux autres groupes armés s’en sont également pris aux civils.
