Housing First is currently endorsed by the United States Interagency Council on Homelessness (USICH) as a “best practice” for governments and service-agencies to use in their fight to end chronic homelessness.

Here's the info on the endorsement of Housing First by the USICH!

 

We've been talking about this in posts for a while now & in emails to the CSAH (Chatham-Savannah Authority for the Homeless) Board Chairman & others.

 

Now we see it in plain english from another source!

 

Our comments at the recent (10/17/13) Public Hearing at Savannah City Council encouraging Mayor & Council to consider creating a "homelessness rountable" or other designated forum for addressing homelessness & give it as much attention as they have other isues & model it possibly after the Business Rountable seems to be proper timing.

 

We look forward to a soon-to-be-scheduled meeting with the Mayor (& possibly City Manager) on the subject!

 

Give us your input & let us know if you'd like to be invovled along with the other stakeholders we expect to be at the table!

We can study what we've been doing all we want but at the end of the day we need change in direction for our homelessness efforts here in Savannah!

For the past four years we have led a large project investigating solutions for people who are the “hardest to house” due to mental illness and other hardships.

Finally, somebody actually responsible for ending homelessness in Columbia SC speaks out! AND guess what he promotes, Housing First!

Where was he (not as in why didn't we hear from him earlier, but...) in the study, debate, taskforce, Committee (that came to Savannah too)?

The Palo Alto City Council is set next week to consider spending upward of $250,000 on an effort to get some of the citys most chronically homeless individuals off the street for good.

Here's how Palo Alto's City Council is looking to fund some housing for the homeless there. 

 

While they admit this doesn't solve the total problem it's a step in the right direction, supporting housing for 20 individuals for the first step!.

 

Quote from article:

 

The fund would be used for items such as transit passes, rental application fees and cellphones.

 

The plan would target people who are homeless or at risk of being homeless, have had run-ins with the legal system, are likely to be repeat offenders, and significantly impact state, county or local resources.

 

The case manager's duties would include finding a landlord who is willing to rent to such an individual and working to get the person to a point where he or she could either take over the rent or move into non-subsidized housing.

 

According to the report, "access to permanent housing is the most important ingredient to solving homelessness."

Early last month, Canada got its first recycled shipping container housing development. It is located in the Downtown Eastside area of Vancouver, at 502 Alexander St.

Here are some details on Canada's first container housing project dedicated to housing homeless women.

 

The cost per unit looks a little high based on some of our research but the cost for rent looks very reasonable.

 

We hope Savannah will be ready for this type of housing soon, since we seemingly have access to lots of local shipping containers that could be used for a project!

Jody Lewis had just poked a needle and thread into layers of blankets, sewing what would become one of the sides of a sleeping bag to be donated to the homeless, when another volunteer handed her a blank card.

This whole enabling thing that street ministries & the faith community gets shackled with regarding making it "comfortable" for people to "remain" homeless needs some serious attention.

 

This article gets to the heart of it with this quote: “We’re not enabling people,” she said. “We’re sharing what we have. These are the basic needs of life: warmth, and staying clean.”

 

That said there is significant value in the conversion about what else we should, could & must be looking toward accomplishing to truly end people's homelessness "together"!

 

There are a couple of books we recommend to get the dialog pumped up, we've shared them elsewhere, but here you go: "Toxic Charity" & "When Helping Hurts".

 

A lot of this discussion goes to the needy vs greedy topic, but we as people of faith can't judge people on that basis. We must meet everyone where they are, volunteers & tjose we help. We can only work toward making them feel grateful for their blessings, no matter where they come from & work to help them see that giving back & being a volunteer themselves is a helpful & life-changing exercise.

 

Much more could be written but let's get started on a meaningful discussion & get to what truly matters.

Credit San Francisco Mayor Ed Lee for his candor. Last week, Lee admitted that he'd only give his administration a C on the issue of homelessness.

Interesting that the Mayor of SF grades the City herself! That's great because it's the first step to progress.


The challenge is that City governments often rely on service providers to make it happen. This Mayor not only recognizes the issues she also knows about the need to address specific populations & which need focus to move forward.


Just like when an addict admits he has a problem is the first step to recovery.


So, as always, what does Savannah's Mayor believe our grade is? But more importantly, how is she facilitating (thru the City Manager's Office) the resolution of the many issues raised by the Assessment Report?


Community engagement, accountability & oversight were called for.


To this date nothing meaningful has taken place.


As discussed in a Public Hearing last Nov 1, 2012 & discussed in a post on our blog, we have not yet addressed a meaningful discussion on Housing First, a controversial topic in the Public Hearing. It was accused of being a "revolving door" by the existing Interim Director of the Homeless Authority! The now departed CEO of Union Mission was on the "stage" with her, ready to make comments about Housing First only to be shutdown by the Mayor.

It is extremely disappointing that we have not taken meaningful steps to create the Strategic Plan called for in that Public Hearing by Alderman & Mayor Pro Tem Van Johnson.


So I could give us a grade but my grade isn't important, it's the community response & engagement that's missing!


When can we expect a serious engagement in Savannah?


New Board Chairmen & members, seemingly filled with Downtown Neighbors & not with homeless advocates doesn't seem to be getting us where we need to be yet.


We've been implicitly "promised" a steering committee to form a new Ten Year Plan (or Strategic Plan) that engages the whole community. It was on target to start up in September, members had already been selected, had their first meeting in June & to date there has been no communication to the members who were chosen & volunteered for that process of what the next step will be other than we're figuring out (internally) what we do today & what HEARTH means to us.


Those questions will likely be revisited with input from other perspectives when the community gets engaged.


So, let's get on with it! People's lives & housing are at stake.


A full-on neglect of addressing Housing First in our community is shameful when compared to the successes other communities write about almost daily!

It seems that Downtowns in communities in Canada too aren't for the homeless, even if they're getting housing (thru an agreed upon Housing First program)!

 

Well that speaks volumes about the compassionate community that this Canadian town has & it's maybe a compromise but a bad one.

Mixed use communities in this country (USA) are taking off & showing promise of success when the neighborhoods needs are looked at in whole.

 

We encourage Savannah to take the broader, higher ground, view here as this doesn't seem like what Savannah should endorse.

Once again maybe its a NIMBY issue & those need to be confronted through partnerships with neighborhood associations that meet needs on both sides of the table!

How did another advocate come to realize the value in Housing First?

 

Read & share... My path was somewhat similar but was also informed by research, attending national conferences to meet the people making it happen in communities all over the country as well as personally seeing the devastation & hopelessness in the eyes of our people living on the streets, under the bridges & otherwise barely surviving. 

 

Simply put, one size doesn't fit all & it should be about supporting recovery not forcing sobriety to obtain housing. As others have said, working on their recovery is much more possible when housing is providing stability.

Here's a very plausible viewpoint on how ACA (notice I didn;t use Obamacare!) can help get health care for our homeless who are being housing in Housing First programs in a very efficient & cost efficient manner!

 

Where's the problem with this? 

 

Please don't push the Obamacare lines we hear on Fox News - not appropriate for this discussion when we are looking for balance in addressing the health care needs of the folks who can't go to the exchanges!
