UNITED STATES: NOAA announces new rules for Navy training

UNITED STATES: NOAA announces new rules for Navy training | Culture Traits | Scoop.it

NOAA Fisheries announced Thursday it will make the U.S. Navy take protective measures during military training and testing activities in the Atlantic Ocean and Gulf of Mexico to reduce effects on endangered right whales and other marine mammals.

The Navy had requested authorization for the training and testing from NOAA under the Marine Mammal Protection Act, because the Navy's current authorization expires in January. This latest authorization expires in November 2018.

Exposure to sonar and explosives has been linked to the stranding of marine mammals. Sound from sonar and pressure from detonating explosives and other underwater activities also can affect the behavior of some marine mammals, or cause temporary loss of their hearing sensitivity or other injury.

NOAA Fisheries recently concluded that the effects of Navy operations in the Atlantic and Gulf would have “a negligible impact on marine life and would not result in serious injury or death to a large number of marine mammals,” the agency said in a release.

Under the authorization, the Navy must do the following:

- Establish marine mammal mitigation zones around each vessel using sonar.

- Use observers to shut down sonar operations if marine mammals are seen within designated mitigation zones.

- Use mitigation zones to ensure that explosives are not detonated when animals are detected within a certain distance.

- Implement a stranding response plan that includes a training shutdown provision in certain circumstances.

- Use specific measures to reduce effects on North Atlantic right whales.

Also, the Navy and NOAA Fisheries plan to meet yearly to discuss new science, Navy research and development and Navy monitoring results to determine if changes to mitigation or monitoring measures need to be made.

Earlier this week, NOAA urged Florida boaters and ship captains to watch out for right whales migrating close to shore during their calving season, which begins in mid-November and runs through mid-April.

Scientists estimate as few as 400 right whales left, making them one of the most endangered marine mammals in the world.

Every winter pregnant right whales swim more than 1,000 miles from their feeding grounds off Canada and New England to waters of South Carolina, Georgia and northeastern Florida, Tom Pitchford, a biologist for the Florida Fish and Wildlife Conservation Commission, explained in a release. "This is where these whales come to give birth and nurse their young," Pitchford said.

Right whales are protected under the U.S. Endangered Species Act and the Marine Mammal Protection Act. To lessen risk of collisions between the whales and boats, federal law requires vessels 65 feet long and greater to slow to 10 knots or less in Seasonal Management Areas along the U.S. Eastern Seaboard. That includes the calving and nursery area in the southeastern U.S.

Speed restrictions are in place along the mid-Atlantic from Nov. 1 to April 30, and in the southeast U.S. calving area from Nov. 15 through April 15.

Federal law also prohibits approaching or remaining within 500 yards of right whales either by watercraft or by aircraft.

Anson Bidwelll's curator insight, December 5, 2013 5:40 PM

I included this article because it shows how even in relatively developed countries like Israel, women still are not equal to men. Anyone who thinks that in MDCs women and men are completely equal. This relates to HTS because it shows how women are not just being discriminated against in LDCs, but also in countries in higher stages of the demographic cycle.

hannah's curator insight, April 27, 2014 10:51 PM

New gender inequality index shows women still lag behind men in Israel. Sadly the only area in which women steadily closed gap during 2004-2011 was education. Just as Saima in section 1 of “Half the Sky” reveals the success woman can have in small business and the drive to achieve such , it is most important the change the social role of women and recognize their abilities to handle not only a higher education but a business or career with great success. While Saima was able to overcome hardships, may are still faces with excessive barriers towards improving their lives due to gender inequality. This barrier being taking down will prove an asset to all. It is important to help others see this inequality in order for support o rally in order of this movement throughout the world.
