While Ottawa was shivering through a deep freeze in late January, Invest Ottawa’s Blair Patacairk was in sunny Hollywood meeting with executives from film heavyweights such as Warner Bros. and Walt Disney.

 

Invest Ottawa has made the film and television industry a chief plank of its strategy for increasing the number of jobs in the city. The municipally funded organization has worked with the city to put $1.5 million in taxpayer money on the table to fund a sound stage aimed at bringing more productions to the city.

 

“Aside from just the studio, it’s the willingness of the community to band together to get this done and to help make production successful,” said Mr. Patacairk in a phone interview from California. “Because the last thing you want to do is bring in productions and they don’t do well.”

 

But the city’s investment comes at a time when other jurisdictions across the country are rethinking their commitment to using the industry as a tool for economic development.

 

The Province of Saskatchewan decided to eliminate an $8-million annual tax credit for the industry, with the production companies of shows such as the TV series Corner Gas leaving soon after.

 

British Columbia Premier Christy Clark told her province’s film industry the government had no plans to expand on the $285 million in tax credits it provides, even as studios in Vancouver say they continue to lose money, with productions moving eastward to take advantage of subsidies in Ontario.

 

The Province of Ontario offers, among other incentives, a 25 per cent refundable credit on production expenditures in the province and a 20 per cent credit for eligible labour involving green screen work.

RCMP detectives trying to crack down on the drug pipeline from Ottawa to Iqaluit will need to publicly reveal more reliable information from confidential informants after a judge derailed a trafficking case, branding it as dangerously weak and possibly built on gossip.The decision came even though police seized three kilograms of marijuana in their investigation.

“I am of the view that the administration of justice would be brought into disrepute by the admission of the evidence in this matter,” Nunavut Justice Sue Cooper ruled.

The outlawed drug trade in Nunavut is lucrative. A pound of marijuana that can sell for $2,200 in Ontario can fetch up to $25,000 in the northern territory,

The RCMP case against Andrew Alainga was built exclusively on information from a confidential informant. Detectives revealed in court that before they targeted the Nunavut man, they didn’t know the date of his flight from Ottawa to Iqaluit, the quantity of marijuana they suspected he would be carrying or the time or the nature of the deal in which it was acquired.

Ottawa, located in east central Kansas, recently launched its own municipal fiber network. The community of 13,000 in Franklin County watched nearby Chanute build and establish its own broadband utility. Ottawa plans a similar incremental strategy. Both communities boast strong farming traditions and host industrial employers that could not get what they needed from the existing providers.

 

I spoke with Chuck Bigham, IT Director for the City of Ottawa, who gave me some nuts and bolts on the network. I also touched base with City Manager Richard U. Nienstedt, both are heavily involved in the establishment of the network.

 

Like in Chanute, local leaders have long nourished a vision for better connectivity. In recent years, they realized the vision was not only attainable, but necessary for the community to thrive.

 

Approximately seventeen miles of fiber, installed by USD 290 and Franklin County in the 1990s, was already in the ground when the project began. Students and staff connected to the Internet and linked the 8-10 school district facilities via its fiber network. These pre-existing resources became the backbone of Ottawa's new utility. Cooperation between the City Municipal Utility, USD 290, and Franklin County facilitated the configuration of the new network. Ottawa now provides business Internet access, expanded educational opportunities, and a higher level of service than was previously available.

 

Two years ago, the City and its Chamber of Commerce reached out to major businesses to determine the need for broadband. They found businesses in Ottawa were connected through existing providers, but were unhappy with price and level of service. The community's industrial park seemed especially disadvantaged. Businesses needed better upload speeds than the existing T1s, which ran up to $600 per month. While DS3 connections were available, they were unaffordable and there was no level of service between the two options. Businesses could not convince AT&T to offer something they could afford and, as Bigham noted, the telecom giant appeared to be "milking the cow."

Ottawa imposes new pesticide rules to protect bees, but is it enough?

With recent declines in honeybee populations being blamed on neonicotinoid pesticides, Health Canada has issued a new plan they hope will protect the honeybees from being exposed to these harmful chemicals. However, that's not enough, says environmental experts and bee keepers who believe there should be an outright ban on these pesticides.

Neonicotinoids were developed as a way to benefit from how nicotine kills insects, while keeping it safe for people. However, while they're effective against the insects that try to eat our crops, in recent years there's been growing evidence that bees aren't as safe from them as we first thought. In fact, neonicotinoids are thought to be one of the leading causes of 'colony collapse disorder'.

Bees suffer directly from neonicotinoids when they're exposed to it from dust that gets into the air when corn and soybean seeds coated with the chemicals get planted. There have also been studies that show high fructose corn syrup being made from this insecticide-infused corn, which is being fed to the bees during the winter months, may be weakening their immune system, making them more susceptible to toxins and diseases.

Earlier this year, the European Food Safety Authority banned the use of three neonicotinoids for the next two years, starting in December, and presumably they'll use that two years to really figure out if they're contributing to bee deaths. The EPA is also being pressured to ban their use, and they areeven being sued in federal court for failing to protect these important pollinators from dangerous chemicals.

Health Canada's plan calls upon farmers to change their planting practices to limit how much dust gets into the air, requires the pesticides and seeds to have better warning labels, and they're apparently working with the U.S. EPA to gather more information on effects of neonicotinoids.

There's no ban on the pesticides because, as Scott Kirby, the director of the Environmental Assessment Directorate of Health Canada's Pest Management Regulatory Agency said Monday morning to CTV's Canada AM, "There are all kinds of things assaulting the bee population. These include climate change, Varroa mites, disease such as Nosema, as well as bee husbandry practices. Pesticides are also in the mix. At this point we're looking at all angles."

When it comes down to it, though, given how important bees are to us and our food supply, this isn't an issue where we can just tread carefully and hope for the best. In order to figure out what's really affecting the bees, we need to deal with each threat systematically. It's unlikely we're going to be halting climate change anytime soon, and it's difficult to control the mites and nosema, since they exist in the natural environment. The one factor we have 100% control over in this case is the pesticides.

There are other non-neonicotinoid seed options available for corn and soybean farmers, and even from a local, Canadian source. That could benefit both bees and the Canadian economy.

If the measures they propose actually result in fewer bee deaths and fewer incidences of colony collapse, then that's great. However, the EU response to these pesticides is probably the best way to handle it. Ban their use, at least for a limited time, and then see what happens. If the next two years show that bee populations are suffering just as much as before, then we'd have ruled out the pesticides as a cause, but at least we'd know that we weren't still contributing to the problem the whole time.

CALGARY, Alberta (Reuters) - Imperial Oil Ltd and Ottawa have resumed talks over a financial support package for the Mackenzie gas pipeline in the Far North, but the company would not say on Friday if it was any closer to proceeding with the C$16.2 billion (US$15.4 billion) project.

Discussions aimed at making the long-delayed development economically viable restarted some time in the second-half of this year after the two sides took a "hiatus" before the last federal election in May, Imperial spokesman Pius Rolheiser said. He declined to offer details.

"I'm not going to go any further in terms of what may or may not be under discussion except to say that we continue to be in discussion," Rolheiser said.

The pipeline, which would carry up to 1.2 billion cubic feet of natural gas to southern markets from the Mackenzie Delta on the Beaufort Sea coast, is several years behind schedule.

It won regulatory approval nearly a year ago, but is pressured by high construction costs and questionable returns due to weak gas markets as the industry develops cheap shale reserves across the continent.

Imperial and its partners have sought a multibillion-dollar support package to improve the economics. It would include public funding for roads, airstrips and other infrastructure in the sparsely populated and largely undeveloped Northwest Territories.

The territory's premier and one of the project's biggest champions, Bob McLeod, told Reuters on Friday that he understood there were positive moves on that front. Communities across the region have been hoping for years that the project would proceed so they could win economic benefits.

Un citoyen de la région, Pierre Garneau, a fait le don de son Grand dictionnaire universel du XIXe siècle, publié en 1874. La publication monstre de 20 695 pages, divisée en 17 volumes, a été rédigée en grande partie par Pierre Larousse lui-même.

La bibliothèque de l'Institut canadien-français d'Ottawa s'est enrichie d'une oeuvre d'une grande valeur. Un citoyen de la région, Pierre Garneau, a fait le don de son Grand dictionnaire universel du XIXe siècle, publié en 1874.

La publication monstre de 20 695 pages, divisée en 17 volumes, a été rédigée en grande partie par Pierre Larousse lui-même.

C'est l'arrière-grand-père de M.Garneau, qui porte le même prénom, qui a fait l'achat de l'oeuvre en 1875, si l'on en croit sa signature marquée du mois d'août de l'année en question.

Son arrière-grand-père, né en 1823, s'est fait connaître dans la région de Québec en devenant un des plus importants commerçants de marchandise sèche de la Vielle Capitale, en plus de faire parti du Conseil législatif du Québec, l'ancienne chambre haute de la province. Ce «sénat» québécois a été aboli en 1968.

C'est sans doute pour cette raison que ce notable a eu la chance de mettre la main sur une édition spéciale du Grand dictionnaire, différent de celui offert au grand public à l'époque, selon le directeur culturel de l'Institut canadien-français d'Ottawa, Jean-Marie Leduc
