This excellent move, by Governor Scott, should be followed by the implementation of the sustainable public-private Umbrella Initiative. Why? Because its plan, conceived by an academic Think Tank, will assure that elegible minority, women and veterans-owned businesses will participate in the contracts that will build these projects.  Three separate and recent Disparity Studies in the State have demonstrated that elegible DBE businesses are not been utilized as the State is required to do.  When disparities exist,  everyone looses.  What is needed and wanted for DBE are opportunities  to work and create jobs!!!
