When is a flag not a flag?  When it is larger than four x six feet and becomes a sign.

That's the ruling behind Deadwood, South Dakota's sign ordinance, according to Keith Umenthum, Deadwood's Building Inspector.  "The sign ordinance defines signage and what signs are," Umenthum told the Black Hills Pioneer newspaper.  "They are considered signs, but there are exceptions for signs that don't require permit."

On June 21, 1989 the Supreme Court ruled that burning the American flag as a form of protest is free speech protected under the First Amendment.  The Citizens Flag Alliance, a nonpartisan, nonprofit organization wants to pass a constitutional amendment that would protect the American flag.  Their website has some intriguing questions and answers.

The American flag is supposed to be treated in a respectful manner. Remove your hat when saluting the flag, fly the flag at half staff to honor someone who has passed away, the flag should not be used as a costume or uniform, flag should be light up at night, and flag should be burned in a dignified manner if damaged.
