Rutgers' engineering school has developed a tool, called "The Swarm," that tracks students as they move across the New Brunswick and Piscataway campuses on a typical day. The tool - which uses class schedules and housing assignments to predict where students travel on campus during the course of a day -- will show campus officials where students congregate and how the campus bus system is used.


"You can see how they aggregate, what different tracks they take, what are the hot spots by the hours of the day, what buses are they on," Rutgers President Robert Barchi said. "The patterns that come out of this are very interesting."

Moody’s Issues a Negative Outlook for Higher Education

Moody’s Investors Service on Monday issued a negative outlook for higher education in 2014—which should come as a surprise to no one. The bond-rating agency’s report last week, a survey of net-tuition revenues, was grim, and its outlook for higher education in recent years has been mostly bleak.

 

This year Moody’s cited a weak economy that will “affect families’ willingness and ability to pay for higher education.” It also anticipated federal budget pressures, including a looming sequestration threat, that could affect financial aid. ... 

 

[I]t’s hard to argue with another threat outlined by the rating agency: that expenses are outpacing revenue for the higher-education sector. “After multiple years of stagnant capital investment and tightened control of operating spending, pressure is building to invest in capital, information systems, faculty compensation, and program renewal,” the Moody’s report says.

Managers routinely claim that their strategic planning process creates large, detailed documents, but often little else.  It’s as if the process serves no purpose other than to create the plan, and execution is somehow separate.


An approach that we think might work better would be to treat strategy making as if it were a design process. We’re not the first to propose that strategy borrows from design; in HBR articles, Henry Mintzberg drew the analogy with the potter throwing a bowl and Roger Martin has made an explicit connection with design.


But the aspect of design we want to focus on here is a bit different.

The key feature of the design process that interests us is the concept of “levels of design”, a notion that the creation of a design goes through a series of levels of increasing complexity and detail.
