Abstract

 

The processes of mobilization of land for infrastructures of public and private domain are developed according to proper legal frameworks and systematically confronted with the impoverished national situation as regards the cadastral identification and regularization, which leads to big inefficiencies, sometimes with very negative impact to the overall effectiveness.

 

This project report describes Ferbritas Cadastre Information System (FBSIC) project and tools, which in conjunction with other applications, allow managing the entire life-cycle of Land Acquisition and Cadastre, including support to field activities with the integration of information collected in the field, the development of multi-criteria analysis information, monitoring all information in the exploration stage, and the automated generation of outputs. The benefits are evident at the level of operational efficiency, including tools that enable process integration and standardization of procedures, facilitate analysis and quality control and maximize performance in the acquisition, maintenance and management of registration information and expropriation (expropriation projects). Therefore, the implemented system achieves levels of robustness, comprehensiveness, openness, scalability and reliability suitable for a structural platform.

 

The resultant solution, FBSIC, is a fit-for-purpose cadastre information system rooted in the field of railway infrastructures.

 

FBSIC integrating nature of allows: to accomplish present needs and scale to meet future services; to collect, maintain, manage and share all information in one common platform, and transform it into knowledge; to relate with other platforms; to increase accuracy and productivity of business processes related with land property management.

With advances in nanotechnology, very small-scale satellites, known as femtosatellites, which weigh less than 100 grams (i.e., less than 0.22 lbs) have been developed over the last fifteen years. Most of these small satellites have been used with “mother” satellites that provide operating signals; however, more recent versions are operating independently.

In 2013, Peru had made history by launching a femtosatellite into low Earth orbit. What that demonstrated is that countries that have traditionally been priced out of the satellite making and deployment market could now begin to compete by utilizing much cheaper satellite systems that can provide a variety of signaling capability. The design was by the Ponftificia Universidad Catolica del Peru by the Institute for Radio Astronomy and was called Pocket-PUCP, where that satellite transmitted temperature data.[1]

Fit-for-purpose approaches to land administration have been tested in Kenya, with a focus on the provision of land titles with inclusiveness for all in an approach that is affordable, fast and ‘good enough’. Earlier this year a group of Kenyan surveyors performed a field test in Makueni County, collecting land data using handheld devices. This first test was a learning experience; a more comprehensive test must be conducted to prove the scalability of the approach.

The fit-for-purpose approach recommends the use of ‘visual boundaries’ to identify the delineation of land rights. There are many naturally visible boundaries in rural areas in Kenya, and the local people have made some other boundaries visible using sisal plants. During the field test performed by a group of Kenyan surveyors to trial a fit-for-purpose approach, all boundaries were easy to identify in the field and on satellite imagery. After being identified in the field, the visual boundaries were then drawn in an analogue manner using a pen or ‘digitally drawn’ using handheld GPS devices on top of imagery.

The Delaware Department of Agriculture (DDA) has a strong history of preserving farmland. For 20 years, Delaware has purchased development rights from landowners in annual rounds, investing $219 million into Delaware’s agriculture industry. The success of the agriculture land preservation program is attributed to a competitive bidding process in which easements are purchased at an average 56 percent discount off the appraised value. This allows farmers to make some extra money off their land while continuing to farm it. DDA now holds permanent agricultural easements on 866 farms covering 122,000 acres of Delaware land. Additionally, DDA holds 425 temporary 10-year easements on another 55,000 acres.

Servidores do Incra em Minas Gerais habilitados a operar Veículos Aéreos Não Tripulados (VANT) finalizam na sexta-feira (17) o aerolevantamento topográfico do assentamento Jacaré Grande, localizado no município mineiro de Janaúba. O trabalho é o primeiro no estado executado com esse tipo de tecnologia, agilizando a elaboração de peças técnicas para a titulação dos lotes.
Enquanto dois servidores realizaram o aerolevantamento em campo durante a semana, outra parte da equipe verificou os primeiros dados apurados. O voo inaugural ocorreu no dia 26 de outubro, percorrendo 780 hectares – a área total do assentamento é 11,1 mil hectares, divididos em 200 lotes. O processamento das informações iniciais foi concluído na última semana, servindo de orientação para as próximas atividades.
De acordo com o chefe da Divisão de Ordenamento da Estrutura Fundiária do Incra/MG, Marcelo José Pereira da Cunha, que também coordena o grupo nacional dos Veículos Aéreos Não Tripulados, a primeira remessa de imagens analisadas permite constatar a qualidade da acurácia posicional, ou seja, “comprova a exatidão das coordenadas extraídas pelo VANT”.

Recentemente, o aeroporto de Congonhas ficou fechado por duas horas por conta da má utilização de um Drone, pondo em risco a vida de centenas de pessoas a bordo dos aviões que chegavam ou partiam do aeroporto, sem falar nas vítimas em solo caso houvesse um desastre com uma dessas aeronaves.
Mas, utilizado de maneira responsável e profissional, o Drone também pode salvar vidas, diminuindo a exposição dos seres humanos em tarefas de alto risco com menor custo e maior rapidez.

Instead, why don't embrace its potential, while also raising awareness about its pitfalls. At the same time, create safe havens so that European citizens know where to go to banish doubts over false information.  

The US academic and Senator Daniel Patrick Moynihan is quoted as saying

everyone is entitled to his own opinion, but not his own facts.
It is our job to make sure that the best available facts are there for European citizens.

This labour-intensive approach provides limited information and has become a costly bottleneck in completing operations. This article discusses high-resolution forest inventory services (HRISs) which combine state-of-the-art remote sensing technologies and computer analytics to produce operational forest inventories that help to improve the efficiency of various forest management activities.
