The European Commission is expected to unveil a new regulation that would force internet giants such as Facebook and Twitter to remove terrorist content within an hour in mid-September. The new rules would be one of this administration’s last shows of force on the digital front, and could be highlighted prominently in European Commission President Jean-Claude Juncker’s State of the European Union address on September 12, according to a Commission official.

During bilateral talks on June 19 at Meseberg Palace, outside of Berlin, French President Emmanuel Macron and German Chancellor Angela Merkel hammered out a compromise ahead of the landmark EU summit in Brussels on June 28-29 that include a proposal to coordinate the two countries’ corporate tax rates and an overhaul of the European Stability Mechanism.


Migration Management

The meeting came on the heels of a tense domestic standoff for Merkel, who was given a two-week window to broker an EU-wide migration deal before the European Union summit in Brussels on June 28-29. Merkel’s junior coalition partner – the Christian Social Union (CSU) – wants an immediate curb on the number of immigrants being allowed into the country. Merkel wants to secure a multilateral, EU-backed solution before the leader of the CSU and Minister of Interior, Horst Seehofer, proceeds with his own unilateral national plan on the migration issue. For the time being, Macron and Merkel are currently in synch when it comes to the migration question. Following their June 19 meeting, Macron noted that “France and Germany will ensure that those who are registered in a specific Schengen Zone country will be taken back to the country where they were registered as quickly as possible.” The implementation of the Dublin II Treaty for asylum seekers has met stiff opposition by the bloc’s main countries of entry, Italy and Greece, as well as by the Visegrad four – Czech Republic, Hungary, Slovakia, and Poland – and seen with deep scepticism by the Baltic states, Austria and Slovenia. Macron and Merkel have vowed to use bilateral and multinational agreements to disrupt the flow of refugees into the Schengen Zone and the need to reinforce the capacity of Frontex, the European Border and Coast Guard Agency. Their proclamations were met with rumours that members of the Italian, German and French governments discussed on June 15 and June 18 proposals about the possible creation of refugee detention camps in North Africa.

On 22 August 2018, from a coordination centre at Eurojust, in the context of an investigation of the Public Prosecution Office Munich I, searches and arrests were synchronised in Romania and Poland against an organised crime group (OCG), involved in recruiting and trafficking men and women from India and Nepal into the European Union. 

The illegal immigrants participated in sham marriages in order to obtain residence permits. The Federal Police of Munich, cooperating with Europol and Eurojust, as well as with the Romanian and Polish national authorities, carried out 17 houses searches and executed five European arrest warrants. Each migrant paid approximately EUR 12 000 to the smugglers for the full range of services, including the journey to Europe, entry to Germany, application for a residence permit, as well as the arrangement of the wedding ceremony.

On Friday, the Frontex EU border agency reported that they intercepted 87 migrants off the shores of the Greek island of Lesvos. Reports say that there were two separate rescue operations. The first operation occurred earlier this morning when a Frontex vessel rescued 45 migrants in an inflatable dinghy near Lesvos. They also arrested the 23-year-old skipper of the dinghy. The latest operation took place as the Frontex vessel was patrolling the seas around Lesvos when they discovered another inflatable dinghy with 42 migrants on board. They arrested the 25-year-old skipper. The refugee crisis has taken a heavy toll on the Aegean island of Lesvos, which has seen a sharp decline in tourist arrivals, one of the main sources of income for its economy.

But a draft of their statement showed no agreement on distributing asylum seekers around the bloc, a measure strongly opposed by the Visegrad countries (Poland, Hungary, the Czech Republic and Slovakia).

With anti-immigration politicians raising the stakes in EU countries from Germany and Austria to Italy and Hungary, the bloc is seeking more ways to curb Mediterranean arrivals.

On 18 June 2018, the Croatian National Police identified 19 suspects of a criminal gang involved in international arms trafficking and smuggling, arresting 17 of them, in close cooperation with the German authorities and Europol. Over 40 weapons bound for Western Europe were seized as a result of coordinated raids across Croatia and Germany. The intelligence-led Operation TELUM uncovered the existence of an organised crime group based in Croatia which organised the smuggling of large quantities of weapons, ammunition and explosives across Croatia and Germany.
