The 2017 edition of 'Smarter, greener, more inclusive? — Indicators to support the Europe 2020 strategy' continues the series of Eurostat flagship publications providing statistical analyses related to important European Commission policy frameworks and relevant economic, social and environmental phenomena. This publication supports the Europe 2020 strategy by monitoring progress towards the targets and goals defined under the three mutually reinforcing priorities of smart, sustainable and inclusive growth. The analysis in this publication is based on the Europe 2020 headline indicators chosen to monitor progress towards the strategy’s targets. Other indicators focusing on specific subgroups of society or on related contextual issues are also used to deepen the analysis and present a broader picture. The data used mainly come from official European Statistical System sources and are disseminated by Eurostat. The updated 2017 edition covers the period from 2002 or 2008 up to the most recent year for which data are available (2015 or 2016)

The annual report on competition policy explains how the Commission implements competition policy and how it contributes to the European economy and to improving the welfare of EU citizens. The report is a non-exhaustive overview of the most important policy and legislative initiatives, and of the decisions adopted by the Commission in application of EU competition law. It describes how the instruments of competition policy (antitrust, merger and State aid rules) were applied and developed further during the year, and how the Commission cooperated with EU national competition authorities and third country competition authorities, as well as international organisations. A special section on interinstitutional relations reports on cooperation with other EU institutions in the field of competition. This reflection paper – the third in the series – sets out possible ways forward for deepening and completing the Economic and Monetary Union up until 2025. It does so by setting out concrete steps that could be taken by the time of the European Parliament elections in 2019, as well as a series of options for the following years. Building on the Five Presidents’ Report, it is intended both to stimulate the debate on the EMU and to help reach a shared vision of its future design. The single currency is one of Europe’s most significant and tangible achievements. It has helped our economies to integrate and has brought Europeans closer together. But it has always been much more than a monetary project. It was conceived as a promise of prosperity – and that is how it must remain, also for those that will become members of the euro area in the future. That promise of prosperity became more important than ever as Europe was shaken by the financial and economic crisis. The painful legacy of those years has left Europeans wanting more of what the single currency offers: more stability, more protection, and more opportunities. Determined action in response to the crisis to improve the instruments and architecture of the euro area partially met these expectations. Today the EU economy is growing again and unemployment has fallen to its lowest level in eight years. But the euro area does not need only firefighters. It also needs builders and long-term architects

Migrant integration statistics’ presents different aspects of the European Union (EU) statistics on the integration of migrants. The successful integration of migrants into society in the host country is key to maximising the opportunities of legal migration and making the most of the contributions that immigration can make to EU development. In this publication, migrant integration is measured in terms of employment, education, social inclusion and active citizenship in the host country. The analysis is based on 2015 statistics from the Labour Force Survey (EU-LFS), statistics on income and living conditions (EU-SILC) and Eurostat’s migration statistics. In addition, this publication provides an analysis on the labour market situation of migrants and their immediate descendants based on the outcomes of the 2014 ad-hoc module of EU-LFS. Data are presented for the European Union and its Member States as well as for the EFTA countries.

The White Paper looks at how Europe will change in the next decade, from the impact of new technologies on society and jobs, to doubts about globalisation, security concerns and the rise of populism. It spells out the choice faced by Europe: being swept along by those trends, or embracing them and seizing the new opportunities they bring. Europe's population and economic weight is falling as other parts of the world grow. By 2060, none of EU Member States will account for even 1% of the world's population – a compelling reason for sticking together to achieve more. A positive global force, Europe's prosperity will continue to depend on its openness and strong links with its partners. The White Paper sets out five scenarios, each offering a glimpse into the potential state of the Union by 2025 depending on the choices Europe will make.

The sixth European Working Conditions Survey (EWCS) builds on the lessons learned from the previous five surveys to paint a wide-ranging picture of Europe at work across countries, occupations, sectors and age groups. EU employment policy priorities aim to boost employment levels, prolong working life, increase the participation of women, develop productivity and innovation and adapt to the digital challenge. The success of these policies depends not just on changes in the external labour market but also on developing good working conditions and job quality. The findings from the EWCS draw attention to the range and scope of actions that policy actors could develop to address the challenges facing Europe today. The analysis explores the findings using seven indices of job quality – physical environment, work intensity, working time quality, social environment, skills and discretion, prospects and earnings – and categorises workers into five typical job quality profiles. This work programme was designed to provide evidence to feed into the development of social, employment and work-related policies to aid the recovery of the European Union in the aftermath of a severe economic crisis that has had profound and wide-ranging repercussions on citizens, countries and the Union itself. The priorities of the programme reflected the challenge of achieving a fair and competitive Europe in the context of uncertainty on the road ahead and the measures necessary to regain growth and prosperity.

The 2016 annual report from the European Restructuring Monitor (ERM) provides evidence of the employment impact of recent restructuring activity in Europe based on the European Union Labour Force Survey (EU-LFS) and the ERM events database. The thematic part of this year’s report centres on trends in both the offshoring and reshoring activity of companies in Europe, with a focus on the manufacturing sector. ERM data indicates that offshoring has never been a large source of job loss in Europe, and the analysis finds that offshoring started to decline after the global financial crisis and has yet to recover. It also finds that offshoring has increased in eastern Europe while it has declined in western Europe. Evidence of reshoring is limited; what evidence exists suggests that it is a relatively minor phenomenon

A green economy is one that provides economic opportunities and improved human well-being in harmony with the sustainable management of natural resources. (See p.5 for the formal definition.) The transition to green rural economies is about improving people’s lives and livelihoods in rural areas, balancing natural resource use with maintaining incomes, and trading the risks of making a change with the opportunities that change will bring. Promoting the Transition to the Green Economy was a priority theme of the ENRD Contact Point’s Annual Work Programme for 2015-16, supported by Thematic Group work.1 This edition of the EU Rural Review picks up on this work and presents the main areas of discussion and related findings. It specifically aims to show how Rural Development Programmes (RDPs) can be used to take advantage of rural development opportunities in transition to the green economy
