The key Consultation Principles are:

 

departments will follow a range of timescales rather than defaulting to a 12-week period, particularly where extensive engagement has occurred before;

 

departments will need to give more thought to how they engage with and consult with those who are affected;

 

consultation should be ‘digital by default’, but other forms should be used where these are needed to reach the groups affected by a policy;

 

andthe principles of the Compact between government and the voluntary and community sector will continue to be respected.

Large infrastructure projects became controversial in Germany recently - not only since thousands protested against "Stuttgart 21" in the south.

 

This time, German authorities wanted to do it right and published a 349 pages pdf (available also in several smaller pdf parts) on energy infrastructure renewal online, open to be consulted and critized.

 

Hans-Dieter Zimmermann analysed the consultation platform and concludes: "The Information provision, as well as the process of the consultation are far from being low-threshold" - Also, personalization, individual information structuring are virtually not available - as are the comments of other participants until consultation is closed!
